Earth's life-giving climate is our common inheritance. We have the right to pass this inheritance to our children. Global warming - primarily from fossil fuels - is disrupting our climate and causing a public health crisis from its associated air pollution.
   
We call on the California Air Resources Board and California Legislature to establish a Cap and Dividend system as the way to implement California's Global Warming Solution Act (AB32).

1.    Make greenhouse gas polluters pay.

2.    Set the price of pollution and the resulting economic incentive so that greenhouse gas emissions return to 1990 levels by 2020 and decline 80% by 2050 - thus meeting levels scientists say is required to stabilize the climate.

3.    Pay dividends to California residents on an equal basis to offset the impact of rising energy prices on California families.

To me it is almost a moral issue. We started with this beautiful, pristine planet, incredibly endowed with spectacular diversity in both life forms and inanimate, glorious natural scenery and geographical wonders, and over time, we've been mindlessly proceeding to deplete, degrade, pollute and otherwise devastate these finite resources, with very little thought as to the legacy we're leaving behind for the future generations. I urge you to select Cap Auction Dividend as the best plan to reduce GHG's in California. Auctioning the permits to emit will lead polluters to seek renewable energy far faster than Cap & Trade, which we know has not been as successful as hoped in Europe. The dividend provides equity otherwise lacking as our lower income families, usually the ones that live farthest from their jobs, are caught in the economic squeeze of rising fuel costs.

This is important because the issue has been completely down-played by the current administration in favor of the big corporation's profits. This philosophical stance has played out consciously in our society since the Reagan administration. It doesn't work. The society has consistently become poorer in these years. Most California's know understand that it is in our vital interest to take aggressive action to address climate change. A Cap & Dividend system is by far a better approach than Cap & Trade because it helps ensure that all of us have an equity stake in what is our collective resource--the air we breathe.
