Since this petition was started Italy has implemented stronger animal protection laws.  However, this has NOT stopped the abuse.  Nor has the Vatican spoken out against animal abuse.  Until the abuse stops, and until the Vatican speaks out against animal abuse in Italy (for that matter any country guilty of animal abuse) I will keep this petition open - and deliver it annually to the above targets and more....

We wish to strongly protest against the current system whereby kennels are subsidised per dog and whereby the system is wide open for abuse.  This abuse is widely recognised with several internet sites referring to the system of abuse.   Your citizens are too afraid to report the abuse, because of the inherent threat of physical violence by those who are profiting from these heinous dog kennels.

Among Abuses reported but not limited to are:

01)  No water in the kennel -  God will provide!
02)  No food in the kennel - God will provide!
03)  The mortality reaching the level of 97%, like in the infamous kennel lager of Cicerale.
04)  The fact that the animals do not get out of their cage for 14-15 years.
05)  The fact that the puppies born in a cage die in a cage.
06)  Bogus Ministerial inspections.
07)  Bribes paid to those in political power in Rome who will kill off any complaint from the public.
08)  Disappearing documents: they can disappear like the documents of Cicerale suddenly dissolving into thin air.
09)  Corrupt Carabinieri, NAS and/or the police.
10)  Corrupt judges, offering jobs to relatives.
11)  When kennels are closed, the owner simply moves it!  An example:  Calasso, who moved the dogs from Cicerale to a place called CirMarina, in Calabria, 400 kilometres away.
12)  Inhumane transporting of the dogs:  Sick or blind or dying pile them up in a big van, they will be alright, and if they die it is the will of God: the Lord gives life and takes it away.
13)  Dogs left to literally rot in their cages, in their own faeces:  dogs eating the carcasses of deceased dogs!
14)  No medical attention provided:  Broken bones, open wounds, festering abscesses,  bleeding wounds.
15)  No dipping of dogs infected with mange:  The terrible agony as the parasites eat away and infecting other dogs.
16)  If there is not enough dogs then the kennel owners allow litter upon litter of puppies as your current subsidy works on per dog system
17)  Little to nil access to the public for adoption viewing.  Any dog adopted will reduce the subsidy value received from the local municipality!

What is very clear from the above facts is that this subsidy system is wide open to abuse, and that criminal elements in Italy are now the de facto kennel owners.

01)  We ask you to immediately investigate this corrupt system and to change the law.
02)  We ask you to immediately send in impartial inspectors (not corrupt and bribed law officers) to report on every kennel in Italy.
03)  We ask you to immediately shut down all of these bogus kennels and have the animals removed to legitimate kennels - we can provide you with a list of such kennels.
04)  We ask you to PUBLICLY condemn this system of animal abuse:  If you do not, it clearly means you condone this abuse!
05)  We ask you to immediately implement a mandatory spay/neuter program - funded by the STATE - applicable to all non-registered breeders.

We hereby inform you that we will run a massive internet campaign to boycott tourism of Italy and all Italian products until the government of Italy has shown not only that it has the will to enforce the animal protection laws of Italy BUT also to root out the corruption and bribery system endemic in your municipalities.

Abusi.

1. Nessuna acqua nel canile , Dio provveder%uFFFD!

4. Il fatto che gli animali non escono delle loro gabbie per 15 anni .

7.Mazzette pagati a politici a Roma per tacere qualsiasi lamentela del pubblico.
8.Documenti che spariscono,come i documenti di Cicerale che sono svaniti nel nulla.
9.Carabinieri corrotti ,NAS , e o la Polizia.
10. Quando un canile viene chiuso perch%uFFFD abusivo, il proprietario lo sposta semplicemente, per esempio Calasso ,che ha trasportato i cani da cicerale a Cirmarina in Calabria, distante 400 kilometri.
11.Trasporto inumano dei cani-ammucchiati insieme in un camion, malati e ciechi e morenti . ( il Signore da la vita e lo prende! )
12. Nessuno attenzione di medici per i cani . ossa rotte,ferite aperte, etc.
13. Nessun bagno per i cani afflitti dalla rogna. Soffrono un%u2019agonia terribile.
14. Se non ci sono abbastanza cani , allora i proprietari permettono che nascono molti cuccioli per via del sistema del sussidio di un tot per cane.
15. Pochissimo o nessun%u2019accesso al pubblico per potere visitare con l%u2019intento di adottare. Qualsiasi cane adottato ridurr%uFFFD il sussidio ricevuto dalle autorit%uFFFD locali!

 E 'chiaro da quanto sopra esposto, questo sistema si presta ad abusi e che elementi criminali in Italia, sono ora i proprietari canile.

1. Noi vi chiediamo di investigare questo sistema corrotto e di cambiare la legge.
2. Vi chiediamo di mandare ispettori imparziali ( non ufficiali corrotti con le mazzette)
3. Inoltre vi chiediamo di chiudere tutti i canili abusivi e di spostare i cani a canili legittimi. Possiamo darvi una lista di canili affidabili.
4. Vi chiediamo di condannare pubblicamente questo sistema di abuso degli animali. Chi non condanna questo sistema %uFFFD chiaramente in favore dell%u2019abuso degli animali.
5. Vi chiediamo di attuare immediatamente uno spay obbligatoria / neutro programma - finanziato dallo Stato - applicabile a tutti i non registrati allevatori.
 
Vi informiamo che verr%uFFFD eseguito una vasta campagna di internet a boicottare il turismo italiano e dei prodotti, fino a quando il governo d'Italia ha dimostrato che far%uFFFD rispettare le leggi di protezione degli animali d'Italia e sradicare la corruzione e la corruzione endemica del sistema nel suo comuni.
