Pennsylvania Diabetes School Care Legislation

The Commonwealth of Pennsylvania is one of twenty-seven (27) States that do not have diabetes safe at school care laws in place. Currently, Pennsylvania has over 8000 students attending school with diabetes, a number that has increased by 43% over the past nine years while during the same time period student enrollement has decreased 3%. Please support this law that will ensure that all children, including those with diabetes receive a safe appropriate public education ensuring that school staff have the tools and knowledge to ensure each child returns home at the end of the day.

Pennsylvania is one of twenty-seven States that do not have diabetes school care laws in place. Currently Pennsylvania has over 8000 student attending school each day, a number that has increased 42% over the past nine years, while at the same time school total enrolement has decreased by 3% (based on the PA Dept. of Health statistics).
 

House bill #1113  and Senate Bill #737 was recently introduced and is currently pending in the House education Committee. This bill amends the Public School Code of 1949 by requiring:

  • Training of school employees in diabetes care and treatment and require at least three school employees in addition to the school nurse from each school to have such training.

  • Require Diabetes management plans

  • Amend Policy to allow for independent monitoring and treatment of diabetes and allowing students to possess at all times the supplies and medication necessary to perform self-monitoring and treatment

  • Require at least one trained person to be on site and available to provide care and treatment during school hours and all school sponsored activities.

  • Immunity from civil liability

This bill would be a god send for the parents of children with diabetes creating a worry free educational environment for the thousands of children with diabetes that attend school in Pennsylvania each day. Diabetes is one of the leading chronic diseases for school age children with 1 in 6 girls and 1 in 8 boys born last year developing the disease before the age of twenty, and as per the CDC is the fifth-deadliest disease in the United States.
 
The legislation outlined in these bills has been proven to provide the awarness, training, and preparedness that will ensure each child, including those with diabetes recieve a safe, appropriate public education, within cost effective means committing Pennsylvania to see that 8000 children with diabetes return home to their families each day and is supported by the the National Parent Teacher Association (PTA) Position Statement on School Diabetes Care.

Therefore, we the undersigned request that you support House Bill #1113  and Senate Bill #737 and encourage your colleagues in both the House and Senate to do the same, and thank you for your time and commitment on this life saving issue.

It's pretty bad when you send you child to school and they get insulin for what they think they are eating and they get to the cafeteria and the entire menu has changed. The school didn't bother to notify anyone!!! Big problem on their hands.

I have a kindergartener with type 1 diabetes going to private school. The school does not have the resources for care for my son. I have put my third child in daycare so that I can be at school for my son. I am fortunate that my wife has a good job so I can do this. If that were not the case we would have had 2 - 3 emergency calls already this year with highs and lows. The school district is now working on a plan to help supply someone so I can stay home with my thrid child, however, I am somehow a little skeptical at this time.

My grandson was diagnosed with diabeties a year ago. I would like to know that he is safe while attending school, that there are people present who know how to administer emergency care if needed. I also would like him to feel free to visit the nurse when he feels sick, and to be allowed to eat when he needs to. I worry about him on the long bus home after school. Are bus drivers trained in dealing with medical emergencies? Children need to feel accepted no matter their physical challenges.

My nephew has juvenile Type 1 diabetes. His is only 11 and the thought that his well being is in jeopardy because of a poorly written legislation is ridiculous. Diabetes is life threatening every day without having to think that he can't go to a school without being able to have a glucogone shot if needed. Just like first aid and cpr, teachers as well as school staff can be trained and certified if needed to administer this life saving shot. The Commonwealth of PA is asking for civil lawsuits to happen, just like in Ventura County in Ca, the Department of Education was sued. Does it really have to come down to this?, just amend the current legislation, why so many signatures are required is mind blowing as well. Just do the right thing and amend.

Since my daughter was diagnosed with Type I diabetes 2 years ago, the personnel at our little parochial school have been very supportive and willing receive training to assist her any way they can. Unfortunately the Pittsburgh Board of Education Nurse who is responsible for medical oversight at the school says that unless amended, the current law will not allow for administration of insulin or glucagon by any non-medical school personal under any conditions at any time. Since she is only in school one or two days a week at most, this leaves the diabetic children here at grave risk. Please pass this bill to protect our children.

We spend much time, resources and effort protecting the rights of troublesome kids who are healthy. I am sure most diabetic students are very mature and not a problem at all due to the issues they deal with and the maturity they must have to deal with their disease. Taking this step to ensure the safety of our children helps to protect the future of the Commonwealth. It stands to reason that healthier children will make healthier, more productive adults as they grow. This will decrease medical expenditures. If a cure is found within the next 10-15 years (as anticipated by the medical community) then keeping these children healthy until that time is necessary for keeping medical costs low. Diabetes is a disease that is manageable with the proper education and discipline.

Our son was diagnosed with Type One at age 16. He is very responsible in maintaining his sugar levels. "Took the bull by the horns" so to speek. It's been 2 yrs now and the care we received at our school was mediocre at best. The school nurse was a great help but some of the faculty flat out refused to do anything even if my son needed immediate care. "We'll have to dial 911" was the response. When a small amount of education and training will save lives.

My daughter was diagnosed with diabetes at 2 1/2. Ever since her diagnoses her mother and myself have taken the neccessary steps to give her a normal life and not let her diabetes hold her back. We want her to have the same experiences that other children her age have in school. Passing this law will bring us one step closer to that. It will give us peace of mind that she is taken care of during the day while being given the same educational opportunities that both her mother and myself had.

Teachers and school nurses need more education on type 1 care so that old stereo types of what diabetic children can and can't do. We have been very lucky to this point because our school nurse works part time with elderly diabetics; however, a common misconception of how to correct a low or high has been a problem when a substitues are covering.

Dear Senator, Growing up in the Penn Manor (Lancaster County) School District, my son Joshua, a type 1 diabetic, experienced the ignorance of teachers and coaches. My now 15 year old daughter was diagnosed with Type 1 diabetes on July 3, 2008 (when she was 14). As the parent of a Type 1 diabetic, I realize how important it is to educate school administrators/teachers/personnel in at least the basics of diabetic care. More and more children are being newly diagnosed each year. My daughter attends a relatively small high school of approximately 500 students (grades 9-12) and of those, there are approximately eight (8), Type 1 diabetics. That statistic alone is staggering. Her school nurse is just phenomenal in her care and understanding of what these students face each and every day. However, she alone, cannot always be there and it is crucial that there are additional school personnel who can address situations that arise in the course of the school day, during field trips, extra-cirrular activities, etc. Thank you for your attention.
