The EU has to put pressure on the Spanish government and have a closer look on what is happening in Spain.
Cruelty to animals is extreme in Spain and often unpunished. The number of mistreated animals and abandoned animals is so high that the local organisations cannot cope with the situation anymore.

4) Freedom to express normal behaviour
5) Freedom from fear and distress
