A Light for Aly Purvis

A few weeks ago A letter I had received this letter:

This is a follow-up response to your inquiry concerning traffic operations along MD 4 at Briscoes Turn Road/Skinners Turn Road in Calvert County .  The State Highway Administration (SHA) appreciates your interest and shares your concern for roadway safety.  We have completed our review of this location and would like to share the results with you.A traffic signal warrant evaluation has been conducted at this intersection to determine if signal control is justified at this time.  For the traffic signal analysis, we use criteria set forth by the nationally accepted Manual on Uniform Traffic Control Devices as our guide.  The manual indicates whether traffic signal control should be considered if certain conditions exist.  The evaluation takes into account many factors, such as traffic volumes along all approaches, vehicular speeds, intersection geometrics, pedestrian activity, and accident history.  Overall, our analysis concluded that conversion from the existing intersection control beacon (ICB) to a full color traffic signal is not justified at this time.To improve the traffic operations at this intersection, we are currently in the design phase of the installation of channelization on Briscoes Turn Road which would restrict left turn and through access to northbound MD 4 and Skinners Turn Road, respectively.  Traffic from Briscoes Turn Road wishing to access northbound MD 4 or Skinners Turn Road would use either the existing alternative route via the signalized MD 4 and MD 262 intersection or the available crossovers on southbound MD 4 (located approximately 1200 and 3300 feet south of the subject intersection).For additional information, a summary of the full intersection study is available via

Here is my response:
Ms. Tran:Thank you for your update.  Could you please tell me approximately how many more people have to lose their lives at that intersection before we can make a change at this intersection?  One, five, ten?  Or maybe when it's a family member from the State Highway Administration who loses a family member at this intersection, then maybe this will substantiate a light or change at this intersection.  I find it very disturbing that most recently two young lives were lost at this intersection and all the State Highway Administration is worried about is disrupting the commuters ride to work with an additional light.  So what if they have to leave their houses 10 minutes earlier.  I'm sorry but a change needs to be made and I'm not willing to let this one go!


These two letters were posted in the Calvert Recorder a few weeks ago.

Records show that in the past 3 years there have been 11 accidents including TWO fatalities at this intersection.

How many more lives have to be lost before a "light" is installed at the intersection of Route 4 (Southern Maryland Boulevard) at Briscoes Turn Road, Owings, Calvert County, Maryland.
 

On Monday, November 5, 2007, at approximately 7:05 A.M., a two vehicle crash occurred.  Both vehicles came to a final rest within the grass median approximately 120 feet south of the intersection. 

Ms. Purvis did not survive the crash. 

Kathryn M. Singleton (17) was the right front seat passenger and Marina M. Ybarra (16) was the right rear passenger.  Both sustained incapacitating injuries and were flown to the Prince George%u2019s County Hospital (Shock Trauma). 

On FridAY, November 9, 2007, Ryan J. Purvis (14) passed away due to the injurys he sustained in this terrible car accident.

All occupants in the Dodge reside in Chesapeake Beach, MD. Mr.  Hernandez-Perlera had two passengers in the cab of the truck: Victor Acosta (39 of Temple Hills, MD) and Robert A. Morales (22 of Annapolis, MD). 

All three occupants of the Isuzu truck sustained minor injuries and were transported to Calvert Memorial Hospital for treatment.

PLEASE  DON'T LET THIS HAPPEN TO ANOTHER FAMILY!!
