In October of 2007, the Board of Directors of NYC Animal Care and Control hired Ms. Charlene Pedrolie, a business woman with NOT a shred of shelter or medical experience to run this municipal kill shelter system which intakes 44,000 homeless animals every year.
Since that time these "ex-officio" Boardmembers have inexplicably stood by and watched as mass resignations of key personnel including 7 veterinarians and the firings of long term, dedicated employees and volunteers have decimated the ACC into the nearly unrecognizable entity it is today.
As New Hope Members, Mayor's Alliance member organizations and individual rescuers working in NYC, we are appalled at this current state of affairs and are now calling for the NYC Council and Mayor Bloomberg to convene an emergency hearing to create an Animal Care Task Force to oversee the replacement of the existing Board of Directors of NYCACC which has created this crisis.
This task force should be made up of humane professionals and animal advocates who agree that taking AC&C outside of a government environment and putting it under the control of a nonprofit organization is the only way to truly effectuate a change in AC&C's culture. The removal of AC&C to a non-profit organization will ensure that the focus and goals of the NYC community will continue without regard to the changes in the composition of and priorities of future mayoral administrations or members of the City Council. The nonprofit operation of AC&C would also allow for the creation of public/private partnerships and greatly enhance the ability to undertake fundraising and develop innovative programs. With appropriate funding, facilities, privatization and programs, AC&C will be able to address public concerns, provide excellent and compassionate animal care and control services, and be cost effective.

There is a crisis of management at NYCACC.
The same management who recently announced on 07/27/09 that: "This year New York City Animal Care & Control has not had to euthanize any healthy animals because of space"* also stated on 04/30/2009 %u201CSometimes healthy, adoptable animals are euthanized because we don%u2019t have enough space,%u201D Gentles said. %u201CThat%u2019s the unfortunate part.%u201D**

An organization works best when management takes control, as a captain does with a ship. It is imperative that management take a hands on approach; setting & implementing protocols, recruiting the right people for the jobs, conducting regular meetings both with staff and volunteers and making it clearly known that the integration of both is essential for the operation to work. Unfortunately, this does not take place at the AC&C. It is a ship without a rudder and the animals are suffering for it. The volunteers are suffering, and many leaving, because of what they see as an organization that really doesn't have it's heart in the right place.

Without the dedication and involvement of volunteers and staff (only some) this place could not exist. Something desperately needs to be done!!! Most of these wonderful animals do not have a chance. You have to get the right people in there who CARE. There is a famous quote "The greatness of a nation and its moral progress can be judged by the way its animals are treated". With great sadness I have to say that we seem to be a nation that does not care.

As a former volunteer at NYCACC, I know how overwhelming is the problem of unwanted and abused animals in NYC, and how overwhelmed a place like the NYCACC is. The only hope these animals have are the dedicated volunteers and staff. The mayor should look to other cities to see what a forward thinking, progressive organization could do. First, hire someone with appropriate experience and vision to direct the organization.
