Animals in India Need Urgent Help

By this petition, we want to request the leaders of India; the police force and the municipality corporations to sensitive their staff and make them understand that crimes against animals are an indication of more serious problems. If perpetrators of these crimes are punished and right actions taken, it is very likely that a number of human lives would be saved too.

As per the law of the land, homeless dogs are to be sterilized, vaccinated, and then returned back to their original habitat that they were picked up from. Details on this are available in the Animal Birth Control (Dogs) Rules, 2001, enacted under the Prevention of Cruelty to Animals Act. These Rules had received the assent of both the Houses of Parliament (India), and have become the law applicable across the country.

The Prevention of Cruelty to Animals Act is designed to protect animals from mistreatment. But there is no implementation of the same, mainly because there is no assistance from the local police!

We have heard of plans to dislocate dogs from their habitat or kill them, only because India is to host the Commonwealth Games. Not only will this seriously interfere with Delhi's rabies control, and dog population management programme, it will be life and death for those  voiceless animals.  The Games are no justification for imperiling the same, and thereby imperiling the residents of Delhi. Please be more sensitive towards our animals.

11 dogs were butchered to death (hacked, cut to pieces) in the Delhi Jal Board Compound (DJB) on May 2, 2010. The DJB is the primary civic body in New Delhi catering to the water supply of the city. Despite various requests and notices sent to the DJB management, no action was taken against the perpetrators of the crime. In addition to grossly violating every norm of civilized behaviour, this is a cognizable offense under :  

-Constitution of India Article 51 A

-Prevention of Cruelty to Animals Act (1960)

-Indian Penal Code Section 38 (J) 

-Government of India Order to all public servants dated May 25, 2006 (F.No. 30/09/2006/Welfare)

In addition, the entry of unauthorized and criminal elements who committed a crime with local staff on the DJB premesis should attract other penalties under the law since the installation is categorized as sensitive.

However, no action has been taken either by the police, the DJB management or the Delhi government.

Some other crimes again animals in India in the recent past have been reported by the media. Recently around 35 dogs were poisoned by some miscreants in coordination with the Pune Municipal Corporation. Due to intervention of animal rights activist, a case was registered and two alleged miscreants arrested, but the future of that case is still to be decided.

In 2009, dogs which were spayed / neutered and vaccinated and cared for by the residents of the upmarket locality Nazammudin in New Delhi, were poisoned to death allegedly by a member of the Residents%u2019 Welfare Association (RWA). A First Information Report (FIR) was registered with the local police, but no action was taken, no arrests made, despite clear indication of the person responsible.

A dog, who seemed to be a lost pet, was beaten to death by some workers under the instructions of the RWA head Mr. Rekhi in Saket, another upmarket colony in New Delhi. By the time the animal welfare organizations ambulance arrived at the scene to rescue the dog, it was breathing its last. She had been left tied to a dustbin!

Another horrific incident of dog beating happened in the compound of a premier higher education institute. A poor dog was beaten without mercy by a few guards on duty, for entering the institute%u2019s premises. This was allegedly, under the instructions of the management. There is an unending list of such crimes in India, with a number of them taking place in the capital city of New Delhi.

There is ample evidence to prove that crimes like these are correlated with other serious offenses: for example, there is a strong link between abusing animals and committing domestic violence.  

Stray and homeless dogs in New Delhi and National Capital Region (NCR) and other parts of the country also suffer endlessly in the hands of errant municipal corporation(s) employees, as well as, untrained employees of organizations working with the corporation to provide animal birth controls.
