Ban all Dog and Cat Sells

The only way our nation will ever humanly control its unwanted pet population is if we stop all puppy mills and backyard breeders who breed for profit and not the love of the animal. They produce more then we could ever find homes for leaving them roaming the street or in a shelter to be killed or living in miserable circumstances sick and hurting.
We need to tell our President to Ban all selling of Dogs and Cats for a set amt of time until we have humanly controlled the unwanted population without using the cruel methods we do now.
Take away the profit from the backyard breeders and puppy mills make it illegal to sell dogs and cats. Make adoption from shelters or other humane orgs the only way to obtain a pet. The animals would be a set fee for which you get a healthy animal vaccinated and spayed or neutered.. The shelter numbers would drop drastically because people couldn't run out to the pet store or online to buy a puppy. There are many in shelters and on streets who need homes so many we don't need idiots breeding any more....
If backyard breeders and puppy mills couldn't profit from it anymore than they would have no desire to continue to breed these sick animals...

This is a general idea I've had for a while and would just like some comments to see if I'm alone in my belief.
