Pound seizure is the sale or release of unclaimed dogs and cats from publicly funded pounds and shelters to laboratories for experimentation. Only three states in the U.S. - Minnesota, Oklahoma, and Utah - still legally require that pounds and shelters turn over unclaimed animals for experimentation if requested by a registered research facility.

Difficult as it is to imagine, healthy dogs and cats who once lived in someone's home like your own are confined to laboratory cages where they will be killed after being used in painful and sometimes long-term experiments.

Lost or homeless animals should either be put up for adoption or humanely euthanized, not released to laboratories. Pounds and shelters exist to spare animals from pain and misery, not deliver them to it. It's a matter of trust. And pound seizure is the ultimate betrayal.

We should not be sending any animals to laboratories. We don't send unwanted children there so we shouldn't be sending pets there either.

I am a pet owner and have been my whole life. I cannot imagine my loved pets being siezed, if ever lost (God forbid). Animals, to me and my family, are like family members and they are living, breathing and feeling creatures who deserve kindness just like anyone else. I am disgusted by this law and I am signing this to hopefully make a difference.

How much "power" are we going to allow research facilities to use lost or abandoned animals to use for selfish experimentation? We are the voice, we stand up and say NO. We don't need more synthetic drugs to make the pharmaceutical company's richer. God gave us a natural pharmacy of herbs & plants. Stop using animals in this barbaric manner. I wonder how they sleep at night, knowing what they do? And to think they might even have children and pets of their own..

Hello, and thank you for taking the time to read my comments on this issue. I volunteer @ my local humane society and have, for all my life been very passionate and concerned about the welfare of our societies animals. They are a precious resource and the way we treat the animals that need us for everything from teaching discipline to thier next meal..we treat them pretty cavalier. All an animal will do is look to thier owner for protection and always be there needing and loving us like the petition website states" we are in place to help give an animal refuge from disaster and abuse not deliver them to a source of it!!

To Whom It May Concern, There exists 'Cruel and Unusual" Punishment in this country for humans - well need I remind you that this should apply to animals, who live, breath, experience, and feel just like us humans do. The mere thought of these innocent animals being tortured for no good reason - animals that may be lost and whose families are trying desperately to find them - makes me ill. How dare you deprive them of their right to live a "humane" life? I strongly oppose this Minnesota Statue. Animals were not put on this earth to be Abused!

I have just become aware of the forced relinquishing of impounded animals for research purposes. I am outraged that, here in MN. pounds are made to give or sell these animals to them or pay a fine and be cut off from state funds. I'm also outraged that there is Statute 35.71 that states this practice is acceptable. These former pets are tortured for science's sake and then, finally, mercifully, killed. Whatever happened to animals' rights to have quality lives? I cannot believe we are faring any better for their suffering. This needs to be addressed and stopped immediately. Some former owners don't even know what happens to their beloved pets. I propose, instead of using funding for those less fortunate to have their pets micro chipped rather than putting these animals through this torture. This way, if a pet is lost, then they can be reunited with their owners. We tried every way we could to help animals after the hurricanes destroyed New Orleans and in many other instances. Why are we using them for research purposes? It seems like this is a two sided attitude. Give in one case, and torture and destroy in another? Doesn't make a lot of sense, when you think of it, does it?

Thix is appalling, cruel, and sad, and needs to stop. Government and those entrusted with animal welfare should not support cruelty and torture of animals. Pounds should exist only to assure animal welfare, not as a source for animals to be tortured and cruelly and inhumanely treated. No civilised society permits the cruel treatment and torture of animals.

My GOD! This makes my heart bleed! This is totally unacceptable and needs to be stopped immediately! These animals are not ours to do this with. Life is a gift and it ought to be treated as such.
