Another sickening video -  children/youths torturing and beating a defenceless puppy. 

These children/youths have no heart, no soul.

This is what the children/youths did:-

First, a child/youth flings the puppy by its hind leg, slamming it hard against the concrete floor. The poor dog appeared stunned and badly wounded by the impact, as it could barely move and was panting heavily. Something in its backbone or spine could be broken.

As if this is not enough, the group, including the voice of a woman, decided to place a firecracker in the dog's nostril and light it up, which they did, time and again, the firecracker blowing up in the face of the poor puppy. 

By now near death, two of the youths grabbed a long pole and aimed a few blows onto the neck and chin of the dog, as if playing golf.

And finally, one child/youth threw the pole across the dog's neck and stepped on the pole at either side of the puppies head, this being the final act that killed the puppy!

These children need to be found before their sick games turn even more sadistic and smaller children could be harmed.

Research has proven a strong link between animal cruelty and those who commit violent offences against humans. The most vicious killers began by torturing and killing animals and this must be acknowledged by our judicial system and our government.

I didn't know what language was being spoken; However a Japanese friend has said that the language is a dialect from Sichuan.  This has proved to be true, they are speaking some form of Chinese.  

Having researched it Chengdu is the capital of Sichuan a lowland region in south western China.  Emails I have received from organizations like PETA ASIA - have all said that laws concerning animal abuse in that Country are all but non-existent.  Even though this is true, I hope you will all join me in trying to MAKE the law change.

I forwarded your email and the terrible video to our Cat and Dog Welfare Team in China and they have advised as follows:

This is part of the Yi Bin animal abuse event which happened in March 2010. Some middle school students abused this puppy till it died.They threw this puppy onto the floor and put firecrackers in the puppy's mouth, before beating it to death. After this event happened and local people contacted us, we sent a letter to both the local Education Bureau and the school in which they studied.We also tried to contact these students directly, but they were not in school anymore.We heard that one student was expelled by the school.This event also caused great social concern, and many people felt so angry and tried to find these students.A few days later,one the the student made an apology to the public.

We would have liked to invite these students to visit our rescue centre and hoped our Dr Dog China programme could also visit the school. Unfortunately, as we couldn't get in touch with the students directly and Yi Bin is very far from Chengdu, we couldn't make either arrangement at the time.

There are no animal welfare laws in China, therefore such horrendous acts of cruelty are not considered criminal and to date the only repercussions are public humiliation and outcry. However, more and more people are speaking out and demanding justice for abused animals and whenever these situations occur, there are people there standing against it. There is a change happening in China and with animal welfare legislation also in the works, we are optimistic that such scenes as these will soon be in the past.

I have no idea what is being said as translator can't translate text in a video; although this is what is written under video:- 

"Abuse of two juveniles in the street a stray dog, its behavior is made into a video upload web, then angrily by many users, "human flesh." After the incident, the boy in green in the video, said Zhou, who himself is also a dog, the dog on impulse, and posted an apology in the Baidu Post Bar (newspaper reported yesterday.) "I was unintentionally hurt the dog, then I no longer do so, please forgive me (and bow)." Yesterday, witnessed by the reporter, Zhou filmed a video, said he was a dog act on child sincere apologies. 

The above is an extremely short clip, I would have expected it to last longer if the child was submitting a full apology and was extremely sorry for what he had done. Also would have expected him to grass up on the other little shit's (sorry) children & youths who tortured the poor puppy to death. 
This kid looks no older than 12 years of age...pretty young to be going around torturing innocent animals just for fun. 
Expelled from school...that is no punishment! 

How is being expelled from school going to help this child realise & understand that what he did was truly a heinous crime. Obviously with more time on his hands (now expelled) is he going to go out and do the same sort of thing again?? 
Why wasn't he made to suffer like the puppy did? I don't mean beating him etc. I mean by having a few days in a young offenders institute or something like that, some real punishment. He probably thinks all his Christmas's have come together being "expelled" (if he was a kid with no intentions of doing a skilled job)...no more school...most kids would think yipeeee! 

I can't say what sort of background or his home life was like but if he had been brought up properly; to respect all living things, then he wouldn't have done it in the first place...would he? However, children can be influenced by older youths so perhaps his back ground is irrelevant. 

With no anti-cruelty laws in China they won't have anything like "A young offenders institute" or similar for those that abuse. What about the ones not in school that commit these evil crimes? they cant be expelled, so presumably they can carry on doing it as nothing will ever be done to reprimand them! 
It really does make my blood boil to know children can go around freely doing this with little to no punishment! 

I will be writing to the Chinese embassy in the UK and will include this video & everything with it. I want to know exactly how far on things are with the new anti-cruelty laws and I will ask them to intervene and support the immediate passage of the anti-cruelty law. 

THERE MUST BE SEVERE CONSEQUENCES FOR ANYONE NO MATTER HOW OLD; THAT ABUSE, TORTURE & KILL INNOCENT ANIMALS.... IRRELEVANT OF WHICH COUNTRY THEY LIVE IN. 

If anyone can translate what is typed in the video and what the child is saying, please contact me as it will help me when writing the letter.

We the undersigned 

Call upon the relevant police authorities to charge and prosecute those responsible within these municipalities for gross neglect, suffering and cruelty to animals in their charge.

It has since been found that this offence was committed by youths under the age of 16, one of whom was caught and expelled from school.

Expelling a child from school will not educate said child and or others to the enormity of their crime, nor is it incentive to stop them or others carrying out animal abuse in the future

We petition that children above the age of 12 receive a minimum custodial sentence of 1 months rising to 3 years based on the seriousness of each case and the age of the child. Those found guilty of animal cruelty and or neglect should be banned from keeping animals for life. 

Research has proven a strong link between animal cruelty and those who commit violent offences against humans. The most vicious killers began by torturing and killing animals and this must be acknowledged by our judicial system and our government.

We urge you to review the current sentencing structure and ensure that those who commit cruelty to animals receive a penalty that will be effective, deter future offences and is in line with the severity of the offence committed.

We call upon the Governments to inform educate and promote animal responsibility and care in these countries, and to rigorously enforce the law for those that continue to cause animal suffering abuse and neglect.
