Comprehensive Pet Animal legislation

The purpose of this petition is to pressure the Florida legislature to reform the pet animal laws . The laws governing pet animals in the state of Florida can be a tool to save the lives of hundred s of thousands of cats and dogs in our State . With a few sensible changes and licensing restrictions we as a state can save the lives of thousands of dogs and cats every year.
 These new restrictions can give law enforcement the tools to stop the madness .
1. Make a state law restricting the amount of animals a breeder can house on his property to 8 animals
2.Charge  3000$ for a pet animal breeding license in order to breed dogs or cats and mandate a severe fine for anyone doing so without a license
3.tax the sale of pet animals to the tune of 12%
4 Send all money from fines from breeder violations to the aspca facilities
5 allow law enforcement the ability to seize property used for dog fighting or puppy mills and auction the property to benefit the aspca.
These are sensible reform that can help law enforcement in their pursiut of justice for our pet animals
