A group spearheaded by the local automobile dealership EnVironmental Motors in Glendale, California is petitioning the Federal government to create a new vehicle classification. The Medium Speed Vehicle (MSV) Classification. Currently, the federal government limits electric cars capable of going 35-40mph to 25mph. Help us create the MSV class so these cars can be driven on more roads by more people to help offset the tons of carbon released into the air by gasoline vehicles.

While more Americans are seeking new transportation technology that is clean, green and electric, this new category could result in a five- to ten-fold increase of affordable (under $20K) zero-emission vehicles being driven on our nation's roads today.

 
Modern Electric Vehicles capable of going 35 to 40 miles per hour are currently available for sale, yet they are limited by Federal low speed vehicle (LSV) regulations to 25 miles per hour. People driving in Montana and Washington have modified these zero-emission vehicles to travel at 35 miles per hour under new state laws that permit a faster speed. That speed is opening up the market in those states as people find the new speed works for local trips and their second car uses.

 
As a recognized business offering consumers the option of driving 100% electric cars, EnVironmental Motors has become the lead sponsor to help formulate a new Medium Speed Electric Vehicle (MSEV) classification.  As part of a joint effort with The MSEV Coalition consisting of at least eleven Electric Vehicle manufacturers and numerous advocates, the group recently submitted letters of request to The National Highway Traffic Safety Administration for rulemaking review.

 
These same vehicles are available throughout America, although our federal law has not been updated to reflect the latest innovations in transportation technology. Many customers are happy to have this choice available to them for all their local driving, as the actual energy costs are about 2-3 cents per mile.

 
Per Santa Monica Fleet Superintendent Rick Sikes, "We could replace more than 10% of our fleet with MSEVs, limited to 35 mph, without a decrease in service or operator acceptance."

 
EnVironmental Motors sells the ZENN luxury Neighborhood Electric Vehicle (NEV) which comes equipped with a solid aluminum alloy frame used for highway cars in Europe, along with a robust AC drive motor, heater and option for air conditioning. From a cost perspective, an MSV's competition is a motorcycle. NHTSA should recognize that MSVs can provide a safer, all-weather alternative, exclusive of it’s environmental benefit. Two wheels should not be our only option.

When are we going to stop hamstringing ourselves and fight this "war" the way it's supposed to be fought? The terrorists' main source of cash is profits from the oil we consume. During WWII (to which this war is frequently compared), we persistently bombed and destroyed anything that was an asset to the enemy. Well, we obviously cannot do that with our current enemies because we are so addicted to their product. If we want to hit the enemy where it hurts, we need to find alternate sources of energy and transportation. Viable electric cars is one of those alternatives. We can produce the energy (coal/nuclear/solar/wind-derived electricity) here; produce the car (more jobs in sluggish/recessive economy) here; market the cars everywhere (re-establish the U.S. as an economic and technological force). By limiting electric vehicles, we are continuing to limit ourselves.

As a Washington state resident, I am interested in a Federal standard that would encourage higher-volume manufacturing of medium-speed vehicles as well as increased competition, thus creating a better selection of vehicles I could purchase for use in my state. Texas in particular needs to get off its duff and change the laws so slower electric vehicles can legally be driven on highways. I ahve to start my full size dadge van each day to go to the bank and post office, each only about 3-5 miles away, but can not use an electric vehicle because Texas will not allow in on roads with posted speed limit of over 35 mph!!

We are in dire need of reducing our dependence upon foreign oil, carbon emissions, and the threat of increasing costs to run fossil fueled autos. It is crucial to support alternative methods of transportation such as the electric, and solar-powered battery run cars, as the people who merchandise them! The electric car is neither useful or practical at the current reduced speed of 25 mph. It is time for the federal government to stop supporting the oil industry, and turn to supporting alternative methods of reducing the collective carbon footprint! I hope that our government can see this is a dated law and it is need of revision. If it is a safety issue then surely rules can be designed to allow such vehicles to be safe. Consumers should have options available to rid ourselves of dependence on so much foreign oil, improving our health with low / zero emissions, and improving our pocket books with the use of electric. I have been quite dismayed by the lack of electric vehicles available in a country such as ours. We won the space race, put a man on the moon but cannot make a battery move a car down a road.

This is one many special-interest laws, and possibly the most important special-interest law, that needs to be eliminated. NEV laws should be amended to allow these vehicles to travel up to 35 or 40mph on roads and streets where the speed limit is 40mph or less. This would result in safer driving and more practical usage of these vehicles.

It's getting pretty obvious, considering the 1420 wildfires currently burning in Califonia, and the week we had recently in my city where we went from 103 degrees on Sunday to 58 degrees with an inch of rain falling in less than 4 minutes on Thursday; that we've got to address this issue.
