We the undersigned would like for the Management Board for GBCHI(Galveston/Brazoria Coop for the Hearing Impaired) to form a feeder school program in CCISD(Clear Creek ISD). There are approx. 120 students in the GBCHI COOP. Currently they are attending 4 schools in 3 districts. They start out in Sante Fe, then go to 2 different schools in Clear Creek ISD, then they go out to Alvin for high school. We have been trying to get them into 1 school district but the school board members are refusing to change it. With our children being in 1 district it gives them contiunity on top of saving time and gas for the staff. They all travel daily to get from school to school just to provide services to our children. This does mean that at times our kids go without services because they can't get to that student in time for that day. There is a high school right next to where they are attending intermediate school but they are not allowed to attend that school under the COOP, yet there are children that live in Harris County that are being bussed all the way over there for school. This COOP does consist of 10 school districts. They are Alvin,Clear Creek, Friendswood,Hitchcock,Sante Fe,Dickinson,Galveston,La Margue,Texas City, and Pearland. Our children have a very difficult time adjusting when it comes to the transition to another school district when they just lost all their friends.We are only asking that our children get a fair and just education like all other children. We want them to be able to make friends and keep them. There are several reasons why we are requesting this change but the biggest reason is our children deserve the best education. The majority of the kids are in CCISD.... this is where we want our children to be at. Most of our children have other disabilites besides being deaf or hard of hearing. This COOP was formed over 30 years ago and not much has changed in those 30 years as far as the way the COOP is ran. Our children and families have changed though. With one population of students being treated differently then all the others and when no present voice is in the desision making process and setting up the program to have students change ISD's 2 times (3 districts) to recieve services and to graduate is discrimination. The GBCHI Management Board is made up by only paid superintendants and the meetings are held during the day when it is impossible for most parents to attend them. They also don't have a community open forum for people to address the board but you must ask to be placed on the agenda.We are only wanting our kids to stay in one school district in feeder schools for their schooling. We have thought of all angles on this and the way we have came up with it could work out wonderfully for the students, parents, districts, and the staffing.

My daughter is a senior this year and I personally know the challenges these kids have in changing schools every few years. Once they finally find a place to fit in, they not only change schools, but also districts and have to start all over. Also, it has been a challenge to let our daughter participate in after school activities. Currently we are driving 2 hours a day round trip for her to participate in after school events every day after school. That is not only a huge financial undertaking for us, but a huge time commitment as well. If I knew she was staying in one district, I would have moved in that district years ago to make things easier, but you can't up and move every 3 years and expect the rest of the family to follow along.

These students deserve consistency in their education, as well as familiar surroundings. Every time the students are switched to a new district they are having to adjust to a new campus, new procedures, new people, possibly changes in curriculum between districts, all of which are disruptive in their education. Are the board members changing offices and getting a whole new staff every couple of years? If not, they probably can't relate to the frustration these students and their parents are enduring.

Being the parent of a disabled child, I realize the full and dramatic impact that changing school districts (OR EVEN SCHOOLS)so frequently can have on a child. Not only do most children with disabilities require "structure" in their routine but they also have a difficult time with socialization skills. Therefore, a very important part of their life is staying within a group of children in which they are comfortable. This can be a overwhelming time in any childs life, but even more so with a disabled child. From what I read, these children are not receiving a fair and equal education. If the district cannot come up with a better solution to this problem than what they are currently offering, I would look into placing the child/children into private schools and having the school district pay the cost to ensure that these children receive the most fair and appropriate education based on the needs of these children, meaning private schools located close to their homes, as it states in the I.D.E.A. (Individuals with Disabilities Education Act) manual when a school district cannot fulfill the needs of a disabled child. I wish you the best of luck on your pursuit.

Every child and student deserves and equal oppurtunity to learn. Though Physical disabilities make learning speeds and concepts difficult to understand, there are methods to improve the quality of education. This is an absolute must!
