In view of the many deadly assaults on law abiding citizens who because of the current practices of Sheriff Kolender and the San Diego Sheriff's Department, are unable to lawfully carry a concealed firearm for personal protection, we, the residents and voters of San Diego County call upon Sheriff William Kolender to declare San Diego a "Shall Issue" County for concealed carry weapons permits (CCW's). Currently San Diego County only issues .000583% CCW's to it's residents. This policy has enabled criminals to have the upper hand and has endangered law abiding citizens. This practice must stop and ALL citizens applying for the permit and meeting the requirements for background checks and training MUST be issued CCW's. The signers of this petition vow to support any candidate for Sheriff, San Diego City Council, Mayor and County Supervisor that also supports our right to self protection and the reform of CCW practices in San Diego County. The signers of this petition also vow to actively oppose any candidate that refuses to affirm these rights. We, the undersigned are lawful residents of San Diego County, CA.

The 2nd Amendment of the Constitution of these United States: "A well regulated militia, being necessary to the security of a free state, the right of the people to keep and bear arms, shall not be infringed." Definitions: Keep - to hold or retain in one's possession. Bear - to hold or carry. Based on the text of the constitutional amendment in question and the dictionary definitions of the imperitive words, it is the right of the law abiding citizens to own and carry firearms if they so choose. Thus making it the responsibility of the law makers and enforcers of the county of San Diego to make it a shall issue county. I am not a lawyer, and therefore make no claims to possessing vast legal knowledge, but this seems pretty clearly defined to me.

I have read all the e mails and it seems that people are worried for there safty.... I agree. And it is ez to point a finger at a figure head like the San Diego County Sheriff.. I think his hands are being tied by someone highier up the list... We are a border County and it is hard keeping track of who's comings and goings here.. Are Sheriff's Dept. is spread very thin and they work very hard trying to keep us safe... but they can't be everywhere all the time if they could there wouldn't be any bad guy's out there.. I have worked in the Security field for over 30 yrs. and have every Security and background check possable..but never felt the need for a ccw permit. But now that I'm 50yrs. old, knowing and being able to protect my Wife or mySelf if needed lawfully. I would like the right and have the privlage to do so and if you can pass the background check and pass the ccw safty & handgun handling course, you should be able too. More guns does not lead to more violence, as long as those guns are in the hands of law abiding citizens. But only certain law abiding citizens should be able to obtain a CCW permit. That includes those who have no criminal record, and no history of mental illness, and are able to prove themselves responsible enough to use their weapons for only self defense or sport. They must also demonstrate self control, to avoid whipping out their weapon if they get into a verbal dispute or are having a bad day, for example.
