Dogs Out Door in sub-0 Degree Freezing

recipient: we should all know how cold out door is for dogs with no shelter

when we drive by a Junk Yard And Garage Shops we see a sad dogs under a car on dirty we oil fill soil trying to keep warm when outside is -20 wind chill

just want ASPCA to find justice, enforce all Guard Dogs out door with warm in door shelters, or pay a Fine and warning
