We as buyers are concerned with the planned changes to not allow sellers to leave feedback other than positive. We believe that this policy will:

1) Create a hostile environment for buyers and sellers
2) Create an environment that many good honest and established sellers will leave due to their inability to properly defend themselves against
      a) buyers that defraud them of their goods
      b) demand partial or full refunds
      c) demand that feedback be left for them immediately taking 
          away from the voluntary nature of feedback
      d) diminishing the buyer contact with seller to work out problems prior
          to claims and feedback
3) Overall it will not protect us from the many poor sellers that have     
         and will continue to create a difficult buying environment 
4) Create an environment that new buyers will have limited access to 
         quality sellers.

Please reconsider immediately-we do not need protection from the many honest sellers that will leave the venue. You as a corporation need to better police problems sellers. To make a general policy that sellers can only leave positve feedback, hurts the finest and supports the poorest of sellers.

This has indeed resulted in buyer fraud... my daughter sold a box of clothing. The buyer filed a complaint and within 24 hours of the complaint her money was refunded to the buyer (plus shipping) via Paypal (eBay). There was no requirement that that clothing be returned ...no verification. The clothing returned was MINUS the items that were most valuable in the lot... so the buyer paid nothing, got expensive free clothing and left negative feedback. That is what the new eBay considers a fair deal. I've been on ebay since 1996 and of all the changes that have been made, this is by far the most egregious. I will never sell on eBay again because I have no one to protect MY interest.

This is just terrible. How can we tell if someone is a deadbeat bidder if they can't get a negative? I have blocked many buyers based on their feedback. How do I stop them from bidding now?

Your no negative feedback has created a monster. I have so many NPB each week its not funny. They have no fear they know I can't leave negative feedback and they know Ebay won't do anything to them. You are going to find yourself someday wondering what happen to Ebay when the money is all gone.

I have been selling on ebay for several years and have never had untrue feedback left by a buyer until now. It doesn't matter to them because they don't have to suffer any consequences for telling untruths. We are living in strange times and without checks and balances people will do strange things.

Ebay is going downhill by not protecting the seller also. You may increase buyers for awhile, but you will lose alot of sellers. It is not whinning, it is a fact. Many people will buy something, use it and return it with your new policy. In fact, I plan on trying that out. Buy my daughter a prom dress, expensive one of course, shoes, purse and then after prom, return it at your new rules expense. Just not fair.

Before this recent change in feedback policy, for a while I had brainstormed about the problems with the previous feedback system. How it seemed that people either gave a false positive feeback score so that the other would also leave a positive. Many times I was not too happy with a buyer or seller and felt that I better keep my mouth shut. As soon as I was the first to leave a negative, the other would do the same. This is the answer to that: Feeback is left the same as it was previously, but it will ONLY REGISTER ONCE BOTH THE BUYER AND SELLER BOTH PUT IN THEIR RESPONSES> Only then can each other see what the other left and then have a one time chance to respond.

Unless the feedback system is reverted back to the way it was, I can no longer sell items on EBay. In the past 2 months alone I have had 50% of my auctions end with NO PAYMENT from buyers - and I have no recourse against them. I will be moving all of my inventory to other auctions sites... which is a shame for everyone, because I have been an Ebay member since 1998.

Since this change I have already had to endure "buyers" taking their sweet time to pay or not paying at all for my auctions, knowing full well that I cannot leave them negative feedback. eBay has forgotten who pays their fees. Buyers don't pay eBay fees, sellers do. By giving us no deterrent against nonpaying bidders eBay has opened the door to all kinds of flaunting and disrespect. If things don't change for the better soon, I will be pulling up stakes and auctioning my goods elsewhere. eBay is not the only game in town.

If we can't leave feedback there should be some way of seeing if thier is any unresolved unpaid deputs on a buyer. I have recently had a buyer not pay for an item, and to think they can keep bidding on items with out anyone knowing thier past histrory is not right. If we have to be responsible for are actions then they need to be held accountable to. No longer will sellers feel that ebay is looking out for thier best intrest, which is to make selling on ebay a safe enviorment. I feel that ebay needs to come up with a better solution and quikly, if they don't then they don't care about thier sellers and are taking asvantage of the fact that we are trying to make a honest living on ebay. We as sellers are the bread a butter of ebay, we are why ebay is profiting and are voices should be heard loud and clear.

Before the changes to feedback preventing sellers from leaving the buyer a Neutral or Negative rating, I never had a problem; never left one, or had one left for me. Now I have received one due to a misunderstanding of the terms of the auction, and that buyer is now attempting to receive a PayPal refund; essentially attempting to obtain the item for free. There is now no way for sellers to warn others of a potentially bad buyer or scam artist. Unfortunately, the changes you have made regarding feedback is in reality only one aspect of a premeditated master plan to slowly but eventually rid your site of all but the biggest sellers (while continuing to generate revenue from them before they depart), not just a way to resolve the problem of the poorly behaving sellers. The newest changes of yet even higher FVF fees, coupled with the DSR ratings system determining product visibility and selling eligibility, have solidified that plan further. It is strategically designed to prevent all but the biggest retailers from being able to meet the requirements necessary to list, and if so to even make a decent profit from their sales due to the outrageous fees incurred; fees which are always passed on to the consumer. The sellers who remain then have less competition, essentially creating a monopoly for the items which they are listing on your site. To whit, the new mandatory requirement of using only PayPal or Credit Cards for payment eliminates payment options for both the buyer and seller, whilst increasing your revenues significantly. As a result of this callous disregard of the small & medium sized seller, as well as the benefit the consumer received by obtaining goods at a fair price, I will no longer be using Ebay or any of its affiliates such as PayPal & Buy.com for any of my commerce, both buying or selling. I will also be encouraging everyone I can to likewise do the same. Destroying seller livelihoods and eliminating consumer choice, for the sake of corporate profits, is wrong and should be punished. By my boycotting your companies and signing this petition, I for one am doing my part to ensure that that punishment occurs.

I am an occasional seller and right now experiencing an unpaid bidder. This person bids on many, many things in a week, and has 100% feedback all referring to "instant payment". If a seller or buyer cannot leave some comment to let other buyers or sellers know there is a problem with an individual, then this place is really broken. Cannot weed out the bad - either sellers or buyers. I have some nice things to sell, but I won't if I have to put up with non-payers. I might add that this non-payer is one out of my 3 auctions. I am quite disapointed with eBay at the moment.

Now with the feedback changes, I have more items not being paid for and they can continue doing that if they choose without anyone knowing. I have always thought that eBay was a great way for people to do business for both the Buyers and the Sellers, but the new changes not allowing Sellers to leave negative feedback is just not fair. It give the Buyers to much leverage to do what they want with no consiquences on there part. 98% of all eBayers are fair and honest people but when Sellers start seeing an increase in Unpaid Item Disputes and Buyers just changing their mind after commiting to buy an item it starts to show that the system is breaking down. eBay states that "when you win a bidded item or choose Buy It Now you are entering into a legal contract to purchase the item". So what this means nothing to the Buyers since there is now no consiquences, not even a Negative feedback. Someone thought this was a good idea but it turned out it wasn't so admit that you where wrong eBay and lets get it changed to something that is fair for everyone.

It is very unfair for sellers not to be able to leave negative feedback for buyers. There are buyers who have histories of chargebacks and there is no way to warn other sellers of these practices now. feedback is now meaningless. I believe people will choose to do business elsewhwere if this policy is kept.

Ebay's decision to increase fees and change feedback policy will hopefully help to sink a ship that has gained far too much power. As a buyer and seller in Ebay's past, it is horrendous to see what is happening. Hopefully someone who has more insight than I do, will see an avenue to sue this greedy giant out of business. There are other selling avenues on the Internet. Right now many are getting their "sea legs" so to speak. Ebay will have to answer eventually in some way for driving so many loyal users away who have been relying on it for income and, even fun - what has happened to happy bidding against other users who you knew who they were, that is gone, Ebay now hides IDs, and, if you are a veteran Ebayer like me, you knew how much fun it was to bid against someone you "knew" or even see what they have collected, I enjoyed my fellow bidders, and sometimes, if I knew who they were, I wouldn't even bid against them. Now you don't know, it's evil. It is only a matter of time before these things become a real issue for Ebay's new policies to go bad. I hope that other Ebay sellers and buyers will seek out the other venues who are more fair and easier to do business with and choose to remove their business dealings, or drastically cut them back, from Ebay. Also, one more thing, Ebay is attempting to make what used to be an open venue, i.e. sellers being able to control how they sold and alert other sellers about bad buyers, into a sort of Ebay Empire. So... if you sell on Ebay, maybe ask about insurance comp and other things that a company who would employ you should provide. In other words, the *warning* that comes up when Ebay thinks you are charging too much for mailing... Free shipping??? Last time I checked with my shipping providers... It is NOT free, ever. Shipping costs themselves have skyrocketed and also packing materials etc. Especially now with higher gas prices. I would ask Ebay to get a clue about these things, but I think the decisions have already been made about their screwy new policies, and they don't care and won't change until these changes become financially necessary for Ebay - when they LOSE money themselves, or they are simply sued out of existance.

The new policy promotes buyer abuse of all ebay guidlines. Let me assure you all buyers are not saints as will be depicted by 100% posative feedback. With the new feedback, buyers have no idea if the sellers are good or bad. If a seller files a strike for non-payment, they are sure to get a negative feedback from a non paying buyer. This is not a fair system for the seller or future buyers.

I just don't get it. Where does the seller have a fair shake in the feedback changes. I don't sell too much, but I have had a non paying bidder in the last 10 days. This buyer has over 3500 feedback. She has not responded to several emails and two e bills. I've filed a non pay motion with ebay and am expecting a neg feedback any day now. I think these changes are totally insane. I'm sure there were far more reliable and honest feedback posted than the extortion type you claim there was!!! Please change these new rules!!!!!!!!!!

We used to sell on eBay on a daily basis; when they increased listing fees (again), we decided only to sell when there was a promotion. Now with the new feedback-system, we occasionally sell something with our personal account, but we moved our professional sales to other (free) auction/selling sites. With this measure eBay tries to 'protect' buyers from dishonest sellers, but how will sellers be protected? After all, sellers pay eBay-personel... We noticed a huge drop in sales on eBay and at the same time an increase in both sellers and objects on other auction sites... surprise, surprise... We just think it's strange that eBay tried to solve the problem this way... After all, it's not that hard to maintain an honest system where everyone can leave any kind of feedback. The solution is simple: keep feedback invisible until both parties have left theirs. It's honest and nobody has to worry about retaliatory feedback... Maybe eBay should look for employees who actually have a seller-background; things would go a lot smoother...

I copied these words from post 2752. I suggest that it's high time for A GAP IN ACTIVITY ON EBAY. August 11th through Aug 17th--no one should buy, sell, list, browse, ...... (It would get someone's attention.) We could call it a "DEAD ZONE". It is high time we all band together. We small potatoes may not make a difference, but if we don’t try we will never know. Please e-mail all your friends who sell/buy; or even don’t so they can pass the message along to their friends. I am both a seller and buyer on eBay and have not had anything good come of the new feedback system. As many have said they are running the money maker away.

I am being forced to leave eBay. I will no longer sell or buy there. I have been on eBay selling and buying on eBay for 8 years. Since the new feedback rules in 2008 I have had more non paying bidders and more negative feedback left for me in the 60 days the rules have been in effect that in my 8 years of selling. Now I get emails stating “if you file a non paying bidder I will leave you negative”. This is maybe the best example of the things sellers now have to deal with as a result of the new feedback rules: I had this one buyer win and then state “I am not going to pay and there is nothing you can do, and if you file a non paying bidder you will regret it” she followed that statement with vulgar foul words. I reported her for her profanity and eBay did nothing. I reported her for feedback extortion and eBay did nothing. I filed an unpaid item. The buyer never replied so I closed the dispute. A month later she lies and files complaint saying that she paid and that she did not get the item. I filed yet another complaint with eBay (miss) Trust and (un) Safe Harbor. Then guess what happened next – eBay restricted my sellers account when I complained and leaves the strike on my account even after I had filed all those complaints against the buyer. They restrict my account! Please people, stop selling on Ebay. There are other auction sites with less rules and lower fees. I wish we could all organize and boycott Ebay and maybe we can all get together and form a union and stand up to the bullies in charge of eBay. We do not have to take this!

The brainiacs who thought up this new feedback system must never use eBay themselves or they would see how unfair the new system is. The old feedback system wasn't great, but at least it was balanced. Taking away a seller's ability to leave negative feedback for a bad buyer is the most asinine thing eBay has ever done. Shame on eBay for persecuting sellers, their bread and butter!

I've paid ebay/Paypal about $500 in fees in the last 3 month's but for some reason Ebay is doing what it can to totally not protect my interests as an honest 5 year seller-why? My last auction was for 24 items, 4 of them are sitting unpaid for by "lazy" "loser?" buyers-all low feedback, not one has responded in any way to 3 invoices and 2 emails, but they sure figured out fast that they can do whatever they want now with NO consequences-again, well done eBay. I feel the new system negatively impacts me as a buyer because sellers will not be able to distinguish me as a great buyer from the horrid buyers because our feedback percentages will be the same. If you feel sellers used feedback as extortion then just set tighter guidelines for both buyers and sellers about the purpose of feedback

These new policies are SHOCKING to say the least. I have been a seller/buyer for two years and have never had a problem with EBAY (except with their HIGH fees) until these feedback policies went into effect. COINCIDENCE? I think not!!! I had my first non-paying bidder 3 weeks ago and I can't leave neg. APPAULING! The more I read about what people are saying the more I can't stand EBAY/PAYPAL! Another place to sell and buy is looking better every second of the day!!! We will have to go somewhere else soon because I can't see Ebay/Paypal lasting much longer if they keep this trash up! B.S. The changes are unfair to sellers. Unpaid items are occurring with more frequency than ever, and we can't even leave negative feedback to warn other sellers. The only people these changes benefit are dishonest bidders who think they don't have to pay. Sellers are the ones paying the outrageous fees to eBay, they deserve rights too.

Ebay's changes are totally unfair especially to smaller sellers. Only counting the last 12 months of feedback makes all the hard work done over the years worthless. And the constant fee increases that are being sold as "you asked for it, we listened" treat people like they're stupid. Sure upfront costs are lower, but overall the fees are higher. So sad, the idea of ebay was great but it has gone downhill over the last few years.

Following are many of the reasons Ebay sellers are leaving .Ebay treats its sellers as if they are scum!!!!! . I am tired of getting slapped around and told what to do - the new dashboard is an insult to the sellers and is a slap in the face -- this is why people are leaving --what ebay is doing is an abusive attack on the people who helped build it . We were ebays customers and now ebay treats us as if we are scum! GRIEVANCES, MISSION AND TERMS STATEMENT GRIEVANCES 1. Feedback Changes A. Buyers will only be able to receive positive feedback effective May 2008. B. Feedback older than 12 months will no longer be applied towards your feedback percentage. C. Neutral Feedback will now be considered as negative to determine buyer dissatisfaction rate and seller account restrictions 2. DSR'S (Detailed Seller Ratings) A. eBay allows buyers to think that a 4.0 (on a scale of 1-5) denotes good business practices by the seller regarding item as described, communication, shipping time and shipping and handling charges, while sellers are subjected to various penalties for that same score. B. DSR's are rated on a curve. Results of this curve may make even a rating of a 4.8 the median in a given rating category. C. DSR'S will now be intertwined with "Best Match" search positioning. D. eBay is unjustly red-flagging "good" sellers as well as "bad" sellers by stating sellers with a 4.5 rating (On a scale of 1-5) now have a "low" rating, thereby implying they are in the category of "bad sellers". E. "Bad" Sellers will be kept because of their monetary value. 3. Minimum 21 Day PayPal Hold For Risky Sellers And Risky Categories A. Sellers whose total feedback score is not more than 100 will have payments held for up to 21 days. B. Risky category sellers will be subjected to a 21 day hold, even well established sellers. C. Sellers with 5% or greater negatives in a 30 day period will be subject to the 21 day hold regardless of the circumstances. 4. Unreasonable Fee Increases A. Promoted to the Ebay community as decreases, only the insertion fees were decreased. Insertion fees decreased by $.05 with the gallery picture given free ($.35 savings) yet FVF (final value fees) raised by as much as 66% B. Reserve fees increased from $1.00 to $2.00 and will no longer be refunded if the item sells. C. Store FVF's (final value fees) increased to 12% above and beyond monthly and listing fees. 5. Miscellaneous A. The universal anonymous bidder policy promotes additional unsafe buyer practices and has led to buyers losing trust in the system. B. The majority of Power Sellers will not qualify for newly stated discounts C. The note "This item is not covered by buyer protection on eBay," which is placed in two areas of the listings of sellers who do not offer PayPal, causes harm to the good sellers' reputations and intimidates buyers. D. eBay sellers are red-flagged on their listing page if their rating is 4.2 and below. (per the beta test) E. When sellers are red-flagged, eBay also lists other sellers' items on said sellers' listings. (per the Beta Test for eBay Express items)

It is ridiculous, the worse thing ebay can do to honest sellers who have been here for years. This gives a bad buyer the freedom to ruin a seller's rating even though the transaction was completed, the buyer can do what he/she wants and this is not right. This dumb rule needs to be eradicated, ebay is catering to buyers, what about sellers? where are our rights to post neg or neutral feedback and let other honest sellers out there know who not to deal with. I hope this rule is reversed, otherwise I know many who will opt to sell and trade elsewhere without fear of receiving neg or neutral feedback at someone else's will. absurd.

As both a buyer and a seller I think this greatly affects the credibility of even having a feedback score.

i dissagree with the new feedback as a seller i,m not allowed to leave neg feedback. so some buyers not all but some have us sellers where they want us if we dont reduce postage they threaten to leave us neg feedback only last week i was £8 down on postage sending to northen ireland because the buyer would not pay it and more or less said if i went after the remainder i would not like the feedback left. it is just not fair at all

Ebay/Paypal are in business to make MONEY. They try very hard to make their site appealing to buyers, but with an increasing disregard for sellers. The feedback problems are bad enough. The fact that their Paypal side has found ever-more resourceful ways to make interest on OUR MONEY--is very disturbing! Holding most folk's Paypal funds for 21 days, charging BOTH parties (even though we feel obligated--even threatened--to use Paypal for payment), reversing charges and holding funds on ALL claims (for 90 days or more) that may be in dispute--regardless of whether they've been elevated to a claim or not... Paypal is collecting TONS and TONS of interest on OUR MONEY. Ebay/Paypal needs a "WAKE-UP CALL" from thier users. WE, are the folks who keep their "bottom line". I suggest that it's high time for A GAP IN ACTIVITY ON EBAY. August 11th through Aug 17th--no one should buy, sell, list, browse, ...... (It would get someone's attention.) We could call it a "DEAD ZONE".
