Educating our children should be first and foremost!

We, the undersigned, would like to bring the problem regarding our children and the school systems to your attention and suggest recommendations to improve the situation.
Do you have a child that you have been told has a learning disability? I have too. Problem with that is... he/she doesn't. They have been "Left Behind" by the school system at an early age. School systems are abusing the "No Child Left Behind" act. Instead of using the funding they are getting on the children, most schools continue to focus on menial improvements like installing a pool or a new colour of paint on the walls.
The school systems have adopted a unique way of teaching... give the child an "A" even if he/she spells the word "get" like "git". That is NOT helping our child! The schools get funding as a result of how many good grades they report to the government, so what's it to them if your kid spells "cat" like "kat", they still report an "A" to the government and get their money!? Again, that is NOT helping our child.
I suggest:
the school prioritize their funding better by curriculum to be funded first, then child development needs be funded second, etc.
a generalized, non-biased form of curriculum testing.
psycho-educational testing of children every three years at the least.
funding granted to the school should be based on final test results each year, of all testing performed.
