The EMMANUEL Law Petition

We, the Lacayo family are reaching out to the community for support. We lost our 16 year old brother, son, nephew, friend  (Emmanuel Lacayo) to gun violance.
 
Emmanuel was the "Baby" of seven children. Emmanuel had the heart of an angel, he loved to give all that he can and not expect anything in return. This is the kind of child that can be trusted with anything, because his values were never tainted by materialism or selfishness. 

Emmanuel was walking with two friends and he was singled out for his gold chain, he was robbed and then shot in the head. The convict that took his life was 20 years old and already served over 1 year of his adult life in prison. He was only out of jail for 1 month and three weeks before he took Emmanuels life. At his arraignment for this crime he brutally attacked another inmate in front of the judge and court staff, this is an animal that was put back into society and Emmanuel paid the ultimate price. Should he have stayed behind bars, Emmanuel would be alive today.
 We are going to make a differance so that another family does not go through this pain and suffering.
We ask you as a friend and neighbor to support us in this journey for justice. We are going to push a ZERO tolerance law for crimes against our youths. Also, to strengthen penalties to habitual offenders of the law to keep them incarserated until they are truly rehabilitated and make them register as an ex convict when released. Thank you for your time and attention.

This petition calls the local and state legislator to take urgent action to reduce violence in our society from ex- convicts. Especially for those who are a threat to our future; our youth. This petition is for a more severe law in order to protect our families against criminals.

In Florida we have the 10-20-life law (Florida's Tolerance for Crime is Over. Three Strikes.....and You%u2019re Out) effective July 1, 1999. However, we, as a community, demand to change this tolerance law to a ZERO TOLERANCE law against ex-convicts.

Our family lost our 16 year old son (a minor), EMMANUEL MOISES LACAYO, who was murdered by an ex-convict who had been in probation for two months after being in jail for one year and one day. The assassin has a long criminal record, therefore, being more of a threat to our community, as may be thousands of other ex-convicts roaming our streets.

We sign this petition to keep murderers registered; we need to be informed when criminals are released from jail. They must be registered just like molesters and rapist. We do not want to live next door or work with someone who has multiple offenses or encounters with law enforcement, nonetheless have these criminals around our children.
