End Child Panhandling

In spite of well-intended efforts by the appropriate Philippine authorities, the abuse of children as panhandlers to street syndicates continues to thrive in the streets of urban areas. The presence of child peddlers also persists in semi-urban towns throughout Luzon, and can be witnessed in Mindanao. Police enforcement in more affluent areas only pushes the panhandling out to less-affluent and public streets, but doesn't prevent the problem.These are children, many as young as 2-3 years old. As witnessed, children (girls and boys)  as young as 10-12 are 'assigned' infants to use as incentive for larger contributions. These children should and deserve to be in school. In the likely scenario that their own home situation is unsafe, they should at least have the right to an education so they can be empowered to find something better means of having a life.This petition is only a token effort to give these kids a voice.
