F.A.C.C. (families against county corruption)

  In the recent years there has been an increase in the amount of children arrested and incarcerated within the San Diego Juvenile Facilities. The facilities at this time are overcrowded! The question here is why parents are charged for the maintenance and care charges at the facilities when half the parents whose children are in the system are "POOR" or hardworking middle class who can't afford to pay the system the charges? When a child is in "PRISON" they are not charged! When parents are on "TANF" the state is charged! When parents are disabled and on SSI they cannot afford to even eat after paying their rent and bills, but they "ARE CHARGED" and the bills are sent to Revenue and Recovery! This means that all they have worked for all their lives is going to get taken by "Revenue and Recovery" ! Their taxes, that they deserve at the end of each working year are intervened by "IRS". How about San Diego Housing Authority? They throw people off of their section 8 if a child has gotten arrested! Why make the whole family suffer one childs mistakes? Then they ask the parents to repay them and so like myself I am stuck as others are paying back Housing! If my costs are at 20,000,00 in juvenile and housing costs, I can imagine some of the other parents! I will never be able to pay that back! Why do you allow families to be destroyed by such an ugly hardship? Ruining peoples credit, and jobs. Once an employer is sent something from"IRS" they are most likely to lose their jobs, and then can't get "TANF"! You are causing families to go homeless, children suffer, and some parents even commit suicide! Is this fair? Governor Schwarzenegger has signed a bill for a new Juvenile Facility to be built in North County area. This is just ridiculous, an outrage! Why not build a facility to rehabilitate juveniles instead of locking them all up and having them put on medications they don't need? The County of San Diego has become corrupt and doesn't care about children and their needs! The County is making money off of these kids and the more kids the more money they are making! Where is it all getting spent? The kids in the system already continue to get recycled through it over and over and over again! I am asking you Senator, what are you going to do to help cease the problems? I am a voter and see nothing being done about these siutations after writing to you for the past three years. I love children and don't think any child, should not have the chance to be rehabilitated to be able to live a normal life! Remember children are our future. Medications and being sent to the facilities is wrong for petty stuff! Families should never lose their housing over something petty, and especially like in my case where the incident never went to court and after six years, its brought up by housing and they lied about a few other things! "NOT" fair Housing! FIling complaints doesn't matter either! There are "NO" attorneys in San Diego County who will deal with Housing issues, so where do people turn who can't afford one? "NOWHERE" so they get stuck with having to pay back! Senator you need to do something now! This is a very vital issue, and you need to be concerned. Thank you for your time. If they are so full, why not send them home to their families, it should be cheaper paying house arrest bracelets than all the court housing. My child is also in East mesa, not only do they harrass me constantly for the bills to be paid, they absolutely give me no information on where my child is being held (constantly changing his whereabouts through detentions and camps),and if I don't call or show up, to them I absolutely am ommited from my child. they also seem to always have my wrong information on file which they claim prevents me from getting any information, so I have to contact the probation officer, who doesn't get back until days later to give me other numbers and contacts to call because their hands are tied or they are too busy and overworked. They have lost my son in the system twice, not knowing or telling his probation officer correct information,Or informing me of his changing to facilities or releases. One was they released him from east mesa 3 days prior to informing the probation officer or even calling and informing me. So, he was still there being held, but not in the system. This is heartwrecking to know your child is not in the system but was supposed to be released 3 days ago, WHERE WAS HE AT THAT TIME, they cannot vouch for it. Another thing is the court appoints these children WARDS (which means that they or the probation officer is responsible for their care, protection and supervision), but they don't have a clue on what's going on with your child because all departments have a private facility and whoever at the time has your child ARE THE ONES RESPONSIBLE for the child and don't seem to care to give any information or blames the other department for any wrongdoing or any information filed incorrectly. They basically just toss your kid around in there. They don't supervise them (my kid has come home with tatoo writings at the age of 13)!! They have secret meetings with your child and twice my son has pleaded what they wanted him to plead for his crimes, without me being there. I have never met and sat with his public defender for the case, so they don't know my child as a person but just as a number. They have called me the night before a court date, which I had to miss many because I didn't have sufficient time to inform my employee, and after the case, they don't call you and tell you what is going on because they feel that your 13 year old child has a Mature Adult Mentality to make those decisions on their own. BUt they are quick to write on court papers "Child is awarded to the court because of placement with parents who cannot detain them", or etc.. They put the blame on us parents for all and yet, our kids are coming back home from these detention centers with much anger and hurts and take them out on us for not showing up to court to defend them or even not being there for them. They are too young to understand that the courts have them believe that it is us who are the cause of their behavior, but it is these detention centers who are brainwashing them of this. So us parents have been hit from both sides. Our children are mad at us and the courts are draining us. What's there to do?????

Everyone has the right to a fair hearing if they are accused of anything. That includes children. Yes, I would fight for my children and grandchildren if justice were not appropriately served.

I find this situation quite astonishing. Families should not be made to suffer because a child commits a crime. The child should be supported so as not to commit crimes again and the family should be supported not punished and impoverished. It is inhumane!

Families should definitely fight for their children's civil rights. No one should accept their civil rights being denied.
