Green Financing in Municipalities Across Virginia

For a long time, we have heard people talking about going green and creating green jobs, but often it has been lip service with very few specific proposals that would do much to to change the economics of individual decision-making.   While government rules to mandate greener technologies and incentives to spur green technology are vitally important, sometimes simple solutions make bigger changes faster.   Green jobs don't just appear, but must be created because vast numbers of individuals run the numbers in their own budgets, and find that installing a solar water heater or other green technology saves them money or at worst breaks even.   Our current climate crisis won't be addressed by expecting us all to be virtuous.  We have to make it economically feasible for people, especially in the economic downturn we find ourselves in.  So, finally, someone somewhere (Berkeley, CA's First Solar initiative might be the first) came up with the brilliant idea that energy saving efforts should have the upfront costs of installing green technology or paying for that home energy audit be offset by the yearly incremental savings of reduced energy bills.  Together with other like-minded residents in your municipality or other prescribed geography, the costs are financed over time and assessed incrementally on an individual's property tax or sewer/utility bill.  No more will you run the numbers and say, "I can't guarantee staying in this house for 25 years, so I'm not sure installing this geothermal heat exchange system makes sense for me." 

So, join with other residents who think the green revolution begins here and now and in their own house or business.  Not in 5, 10, 15 or 20 years, but right now.  Look up the details of Senate bill 1212, and urge Governor Kaine to pass it.  Local municipalities can begin drafting ordinances now (although the Virginia Municipal League is drafting a model ordinance that could save your locality considerable time and energy -- I'll post more here as I find out more).

We, the undersigned, support Senate Bill 1212 that has passed both houses of the Virginia legislature and is now waiting for Governor Kaine's signature.  The bill allows local governments to create green financing districts, whereby individuals and business owners could make energy saving improvements to their properties and have the upfront costs be offset by the yearly incremental savings of reduced energy bills.

We believe that green jobs do not just magically appear, but have to have local demand to support them.  By making stretching the time horizon for payback over multiple owners of a property or business, we bypass the dreaded multi-year payback period and make living green a gift to pass  on to every subsequent owner. 

Governor, please support this bill and, local governments, please create a local ordinance that creates low-cost administration for green financing.  A poor economy is all the more reason to create real locally driven demand for green products of all types and at a price everyone can afford.  There is no safer bet than investing in energy-efficiency and proven green technology.

It's imperative that the lakes, rivers, ravines, oceans, forests, wet-lands and all wildlife habitat, be cleaned and saved for the people & animals who use them and as heritage to the generations to come!! I'm tired of running my spreadsheet and finding out that I have to live in a certain house for 20 years to pay off some green technology. The fact is we all move so often that it would never be a smart move to invest in one. But green financing solves that and passes on the green technology to the next homeowner(s) (or business owner) to chip in for their portion of the deal. It's a win-win for everyone.

You name it... I'd consider it. I'll take full advantage of whatever Alexandria, VA has to offer in its ordinance when it clears the council. But I think geothermal heat exchange would be great to run the numbers on. Also, I think a small thing many folks could do would be energy audits. Even rain barrels, though not costly, could arguably be rolled into one green financing package.
