i think you have to think a little bit harder on this subject..i run my own "home animal rescue" where i take in and rehome or place animals into foster homes(not shelters) have you taken into consideration that poeple on low income still have 2 pay for animal food,vets, neuter,speying etc when people are struggling with there own needs should they really be taking on an animal that could live for many many yrs!! and as for most kids they eventually get bored and then the animals are left to the parents to take care of or chained in gardens(yards) i take in many pedigree dogs from people on decent incomes who struggle with the costs! and yes i do rehome to families on low incomes but do regular checks to see how they are coping!

Anything free has no value. Make them do something to earn the right to own an animal if they have no money. They could work in the shelter or something. Hopefully this will make them value the animal. AND do not tie the dogs out back!
