Help Us To Protect Our Animals From Govermental Killers

 Dear All !!! Help us to protect our animals! The New Decree of 8 July, signed by our Government says that our animals don't have the right to live, and people don't have the right to protect them. Starting from 1 August all animals in the streets must be cought, killed( not euthanazied, just beaten to death) and burned. Special police groups will help the "catchers" by shooting animals, and who shoot more - will be praised. This is the 1 part of new Decree. The 2 part says that the owners can hold only one cat and dog in one family, if there is more - they will be taken out by force and destroid. The 3 part - we are not allowed now to feed the stray animals ( I mean city-population of cats, which is under the wardship of our SPA, and all of them are sterilised, vaccinated, passportized, healthy and friendly), and if we do feed them - we must pay penalty and animals must be cought and destroid. The 4 part - cought animals, according to Decree must be kept in special places for 5 days (but without food and water, we know, we checked that) and their owners can take them off when they pay for them, after 5 days they will be sold to persons «interested in buying» - means for meat to corean food-makers or for dogs fighting, as it was in usual practice before.  And more: 58 crematoriums are planned to be constructed in a short time - and no one animal shelter! (And we really suspect that the "catchers" will burn cought and unclaimed animals when they are still alive, as they don't have any pity and compassion to animals). And the main point! How can you understand  the combination of  two absolutely different acts : to catch - and to shoot? But Decree orders to CATCH and permits to SHOOT animals! On care2 petitionsite I read much about cruelty to animals, and I always sign those petitions which call to protect animals from cruelty. In my country people mainly show cruel attitude to animals, it is the usual way of behaviour, and I think this situation still lasts because we don't have any Animals Protection Legislation. So I suppose that with the new Decree our Government just untie Animals Killers' hands. I can compare the situation in my country with the situation in China: if you join to petition" to boycott China because of  the animal's slaughter and massacre" - you understand what I mean. Here are many people like chineese eating dogs and cats, and you even can find the meals from dog's meat in menu  in  small dubious restaurants. Very often children - little  and  teens - torture and kill animals just for entertainment, and adults don't stop them, but  even encourage that.  Our UzSPA cannot fight alone against the cruelty to animals here without the support from Government and world community! And we do need support from international animals protection organizations!
In desperate, we are crying for help! Plese, help us to stop this horror! I hope that your signs will help us to give our Government know, that cruelty to animals is not the right way to become civilized  and respected by other countries! And we hope when Government says to citizens by law :«Stop Cruelty  or  Pay Penalty» (at least), we will be able to change the situation!
