Stop Paying Virginia Residents to Throw Tires in Rivers

Virginia Residents are charged $2 for each tire that they take to a recycling center. This money is needed to pay for the tire recycling. This fee, however, causes many residents to throw tires in the rivers instead of recycling them and means that river clean up volunteers simply abandon piles of these the tires because the local governments will not pick them up without the fee.
These tires break down into a toxin that has been found to kill fish in tests. Recycling captures the energy of tires, takes tires out of the water and reduces our need for petroleum and coal.
We need to charge $5 for each new tire with a $3 rebate from returning the old tire. This will cost the same amount if they return the tire. We would have a $3 incentive to return the old tire instead of a $2 charge.

We need to charge $5 for each new tire bought with a $3 rebate from returning the old tire and make tire recycling free when no new tire is bought. The cost will be the same to Virginia Residents. Virginia will collect the same money. The only extra cost to residents is that they will pay $5 to Virginia if they buy a tire and do not turn in their old tire.
