In the US there are more repeat offenders because they have less options to reform and because many minor incidents are made into felonies (i.e, California 3x law where an old woman is serving 25 years for stealing sheets, a homeless man for stealing a car radio, etc. or the east coast where 3 rolls of toilet paper netted 3 years or a donut theft was spiraled into 30 years. We have to allow people to have more chances to have jobs after convictions and stop convicting minor incidents as felonies.
