Illinois legislators may soon introduce a bill that could cause the death of countless cats, roll back the state’s support for low-cost spay/neuter, and discourage colony caregiving. This disastrous bill would be a major blow to humane cat care in Illinois. We can’t let it pass.

Under the proposed legislation, any cat found outdoors could be considered “at large” and impounded at a shelter. The bill would also gut the state’s spay/neuter fund, which is crucial to helping low-income pet owners neuter their cats, and impose restrictions on feral cat caregiving. Together, this double whammy discourages—instead of promotes—responsible pet ownership and Trap-Neuter-Return and puts more cats at risk.

Don't let Illinois take this step backwards.

As an Illinois resident, I ask that you oppose proposed changes to the Illinois Animal Control Act that would roll back Anna's Law, gut the Pet Population Control Fund, and create a leash law for cats. These changes would be a disastrous step backward for animal protection, humane cat care, and responsible cat ownership in our state.


Under the proposed legislation, any cat found outdoors--even those whose owners let them out for just a short period of time--could be considered "at large" and impounded at a shelter. This proposal could easily lead to tragic outcomes: in 2007 alone, Illinois animal pounds and shelters killed more than 60,000 cats, but returned only 3,248 to their owners.


The proposal would also gut the Illinois Pet Population Control Fund, which is crucial for helping low-income households neuter their pets, and roll back provisions of Anna's Law that support the feral cat caretakers who volunteer their time and energy to spay, neuter and vaccinate cats.


These changes would make Illinois law much worse for cats and our communities. I respectfully urge you not to support these proposed changes to the Illinois Animal Control Act.
