We the undersigned petition the Prime Minister to call for a public inquiry into the death of former Leeds medical student Amir Mahmood, who jumped from the 10th floor of the Worsley building and died of multiple injuries on Saturday 9th June, soon after being withdrawn on Friday 8 June 2007

The petitioner is writing in support of a public inquiry and review into processes and procedures, and full transparency into staff conduct, and accountability. Amir was a bright and intelligent boy. He achieved very high results in his GCSEs, with four A and five A* grades. He also performed very well in his A-Levels achieving A grades in Physics, Biology and Chemistry. Working as a doctor had been a life-long ambition of Amirs, and he always worked very hard to achieve this goal.  As well as being highly intelligent, Amir was a very sociable, happy and personable boy. He had the natural ability to socialise with all sections of community.

Amir was accepted into the School of Medicine at Leeds University to study medicine in October 2001, and made many friends in Leeds. Academically, Amir achieved several distinctions, and thus progressed into his final year where he passed his final exam. He received a glowing testimonial by the Medical director at Blackpool Victoria Hospital during his First Year foundation (FY1) consolidation training placement which he started in May 2007, which in itself is a difficult achievement.

During his time at Leeds, it seems he was the victim of a sustained form of witchunt. It seems that he was effectively black balled, and was tragically oblivious to the extent of the machinations against him. His attendance assessment seemed lax and flawed, as his record was initially either exaggerated or misstated, and this snowballed into a negative record, which was repeatedly resurrected against him throughout his years and became a determining black mark against him. There seemed to be no obvious recourse to counselling/support throughout - and he clearly felt he had no power to challenge any decisions, and whenever he tried to correct a mistaken assumption/point - he was brow beaten into submission. He clearly felt that his only option was to accept the criticism levelled against him and promise he will do better. Amir was also read a draft withdrawl letter without a supporter the day before he died, and it was not made clear that he had achieved an automatic life sciences degree after the 3rd completed year.

He mentioned stress several times in communications yet no action was taken, Amir was actually assessed early on like all other medical students, and later completed a detailed My Stress document concluding Severe Stress. The assessment was not followed up, and the issuance of such a document is being brought into question.

Towards the end, he appears to be drawn into an appalling double game in the final months/weeks - with a campaign to withdraw him while on the surface, hope is offered by allowing him to sit the final exam. A member of staff sent alerts for consultants to keep an eye on him, coincidently Amir innocently requests the same to avoid being mothballed unnecessarily, not realising that another game was in play, after having passed the same placements the year before.  As Amir was repeating the year, his own year friends will have qualified, it seems no one considered how isolated or sensitive he may have felt. The family received no news of the death directly after the incident eventhough staff saw fit to contact the last doctor to see him. This is simply inhuman.

Nonetheless, as a courtesy, the family invited staff to attend the funeral of Amir not realising the history at the time, and were shocked, and visibly upset to see a member of staff smiling throughout, under the guise of displaying a human face, there can surely be no justification for this.

The petitioner is of the strong view that Amir was a victim of corporate manslaughter - when there is such a level of cruelty, and such a degree of negligence by qualified health care professionals in their duty of care.

There seemed to be no obvious recourse to counselling/support throughout - and he clearly felt he had no power to challenge any decisions, and whenever he tried to correct a mistaken assumption/point - he was brow beaten into submission. He clearly felt that his only option was to accept the criticism levelled against him and promise he will do better. Amir was also read a draft withdrawl letter without a supporter the day before he died - it seems certain that this will not have registered fully with Amir, as he would have been in a state of shock. 

He mentioned stress several times in communications yet no action was taken, he suffered sustained and systematic unfair pressure - exacerbated by being made to feel on 'probation' for most of his time. Amir was actually assessed early on, and later completed a detailed My Stress document concluding Severe Stress. The assessment was not followed up, and the issuance of such a document is being brought into question.

It seems his personal tutor was heavy handed, and aggressive and was

clearly an inappropriate person to take on any pastoral role in Amirs case. Towards the end, despite whatever personal misgivings he may have had about his motives - he seems to trust him and  feels that this person will determine his destiny. He is then drawn into an appalling double game in the final months/weeks - with a campaign to withdraw him while on the surface, hope is offered - there can be no justification for allowing him to sit the final exam. A member of staff sent alerts for consultants to keep an eye on him, coincidently Amir innocently requests the same to avoid being mothballed unnecessarily, not realising that another game was in play, it seems evident that the two who failed him on his placements were fulfilling this function, after having passed the same placements the year before.  As Amir was repeating the year, his own year friends will have qualified, it seems no one considered how isolated or sensitive he may have felt. The family received no news of the death directly after the incident eventhough staff saw fit to contact the last doctor to see him. This is simply inhuman.

Nonetheless, as a courtesy, the family invited staff to attend the funeral of Amir not realising the history at the time, and were shocked, and visibly upset to see a member of staff smiling throughout, under the guise of displaying a human face, there can surely be no justification for this.

The petitioner is of the strong view that Amir was unlawfully killed - when there is such a level of cruelty, and such a degree of negligence by qualified health care professionals in their duty of care.

I can't believe nobody around Amir did anything! It's too late to help him but I hope this petition will do something for his family and prevent it happening again. It's too suspect for nothing to have happened.

I sign this petition as a person who fights for absolute clarity of facts, at the very least assurance of a promise of total transparency in all the issues. Above all, in the case of misconduct, Justice must be seen to be done! In order to assure us members of the public. We are all entitled legally to the same, we must adibe by the same Laws. God forbid the NHS if they class themselves as above the Law and do not follow our Statute to the letter. I relate strongly to the terminology "Witch hunt" thats exactly my previous experience and I could not challenge any of the allegations. Innocent of all Jackanory fabricated sworn statements, I stand guilty under the Law. I ony wished for polygraphic evidence to be admissable in court. . Do the NHS actively know about any allegations of bullying? Gang lead? In this tragic case resulting in stress and god forgive if this scenario is proven to be true. It ended this gifted and obviously talented mans life. I think its about time we got back to basics, truth, honesty and accountability. I'll post this link to encourage more signatures for you. I would request the Prime Minister to seriously look into this situation. Minorities are in general at an elevated risk of being subject to such machinations, and this situation realizing a very exceptional / gifted performance of Mr. Mahmood - the former student at Leeds, in his GCSE/A-Levels, does raise serious doubts as to why somebody as serious and as motivated towards his career as Mr. Mahmood, that even he would end up his life at this tragic failure, it is difficult to rationalize that Mr. Mahmood would not have the intellect or capacity to pass the medical exam. Keeping this in context, the conclusion reached by Leeds internal inquiry seem doubtful if not untrue. Mr. Prime Minister, please ask an inquiry into this incident, respectfully, Alex.

Who was "apparently" the dean at this medical school? Who was "apparently" the dean of 5th year medical students? How are medical school university tutors trained? Just because they are doctors they shouldn't atomatically be thought of having the skills to teach students. Leeds University Medical School are obviously doing a pathetic job. There shold be a public inquiry in to why this student was treated so poorly resulting in this unfortunate event.

Interesting article in the British Medical Journal. (http://www.bmj.com/cgi/content/full/337/aug18_1/a1220). This student was stereotyped, and failed by the "system". The inquest should have had a jury, and the inquest should have been moved to another city. Something should be done to prevent this sad tragedy happening again. Every life is beautiful, and sadly a life has been lost in it's prime. This medical student was let down in life, and then let down in death. THIS CANNOT BE IGNORED.

Medical schools make faults. In a year above my medical school two students were told they had failed the year, later to be told there was an "error" and they had in fact passed!!Numerous errors in result reporting and assesments occur. Hospital assessments are also extremely subjective making them unfair.

Amirs death is an incalculable loss. A loss which will haunt some for an entire lifetime. It may be possible to hide behind statistics and legal technicalities but the fact remains that this death was preventable. Without a doubt Leeds Medical School has to accept its flaws if only for the sake of another tragedy occuring. Egos and careers have to be put aside and an entire overhaul of the way Leeds deals with its students needs to be undertaken. A public inquiry would hopefuly unearth much which the medical school would prefer to be hidden.

To gain a place at medicl school and then stay there for five years requires intelligence. No intelligent individual takes his/her life like that. Surely there was more going on. Parents pax taxes throughout there working lives to enable educational establishements to run. A suicide at any educational establishment deserves a public inquest.

In 1998 I became a geriatric law student at the Universiity of Leeds. Having effectively won a case (33745/96)in the ECtHR (SINGLE-HANDED!) I was treated as the star of the intake. Professor Clive Walker (a specialist on Human Rights) was most anxious to come with me to Strasbourg for the endorsement by the full Court. Other tutors suggested I should give a lecture to students. This changed when they realised that my success was NOT on some technical point, but part of my mission to expose crooked judges. At the end of the first year they were trying to ease me out of the university, but this became unnecessary when I was subjected to a potentially lethal terror attack by a mob-handed gang of 'Gestapo' Police. My desperate S.O.S. messages went to EVERY watchdog in the land - AND to Professor Walker. Not even acknowledgment from any of the 'watchdogs'. Eventually, there DID come acknowlegment from the the professor, but it was a curt brush-off! It would appear his interest in 'Human Rights' (& that of the other tutors)is purely academic.

My great sympathy to Amir's family and friends. I am so sorry for your tragic loss and for the pain you endure through this. As a medical student at another medical school I have lived a similar hell to that your son has experienced for a while now. I am repeatedly discredited, accused of vile things, misled, lied to, betrayed. In all, a sizeable group of staff at my medical school bully and intimidate me. They have no regard for the law or even common decency. They behave like an tribal pack unable to stop themselves, or perhaps even to see what they are doing. Somehow belying their intelligent and kindly faces is a shared evil they allow to fester. One even suspects a certain shared enjoyment and gratification in the games they play. As students we are not covered by employment law. We have no equivalent to industrial tribunals. Even the BMA and our defence organisations do not have in-house education law experience. Medical students are some of the very poorest; being made to stay down a year makes us even poorer. Therefore access to legal help is extremely difficult and no-win, no-fee work is rare. Even if we dared involve legal or union help we suffer the repercussions. Changing medical school nowadays is extremely difficult so we are trapped, our lives effectively no longer our own, unable to leave, unable to go forward, unable to earn, not knowing when - or if - we will be allowed to graduate. Powers given to medical schools post - Shipman are abused and students can be given the equivalent of a criminal record that lasts for life without even passing through a legal procedure or even being allowed to defend themselves against fake allegations. This has to stop. How many more young people must lose their lives or have them wrecked before this is taken seriously? We are so quick to see China's human rights record but fail to see this going on under our noses: vulnerable young people away from home and being dashed to pieces by bullies - professional abuse disguised as duty of care. A full and proper enquiry is needed and measures put into place to prevent this and to bring the perpetrators to justice.

I attended all three days of the inquest. I do not believe the hearing was fair. The Medical School persistently discredited Amir by making reference to 'poor attendance'. It was not established whether these allegations of 'poor attendance' were true. They were most definitely exaggerated with the head of the medical school Professor Trudie Roberts at one point saying 'unsatisfactory attendance for six years'. Well maybe she would like to explain as to why a student who has unsatisfactory attendance one year is allowed to progress to the next, and if what she says is true then this must have happened year on year for five years. What kind of a medical school is she running if a student with unsatisfactory attendance is allowed to progress to the next year? I also believe she has wilfully mislead the inquest. She believed it was clever in that what she said was not a lie, but if she knew what she was saying would mislead then it is very serious. It's to do with the statistics relating ethnic minority students and their chances at the Leeds Medical School. Well done Professor Trudie Roberts, you have won the battle, but you are very very far from winning the war.

As co-founder of the Doctors' Support Network, I again see the tragedy of medicine. Bullying is not acceptable in any part of society, least of all in a profession that purports to set itself up as a model for society. This is not acceptable, people do not wake up one morning and decide to kill themselves. There is always a background and this background needs to looked at carefully in order to prevent more such tragedies. Let not Amir's death be in vain. There must be a public inquiry and the lessons learnt.
