I may not live in Nebraska, but I would like to voice my opion and stand by Harley Scott and Peter Rabbit in their efforts to let the horse remain at his home where he belongs!
It saddens me to know that there are heartless people in this country that don't care about anything other than development and profit. Where is the compassion? Horses DO have feelings! And I am sure that Peter Rabbit has not only bonded with his owner, but also with the land that he has lived on for most, if not all, of his life.

Realizing that I am about as far from your jurisdiction as one can be, and therefore maybe not entitled to an opinion in this matter, please let me just say that removing this horse for the sake of an ordinance would be a lot like mowing down all the trees in town in order to put in a shopping mall! If the owner keeps the odor etc. down (good maintenance) then it seems there should be no problem with Peter Rabbit staying! How about allowing the horse to stay using the reasoning of a "grandfather clause," the horse has been there, is not a threat or a nuisance, and should not be made to leave. The ordinance can apply to "new" horses--or animals larger than a certain size or weight.
