This petition has been created due to the recent tragedy.. the KILLING of Target the War Hero dog at  Pinal County Animal Shelter due to staff negligence and not adhering to correct procedure!.

ANIMAL SHELTERS...some are good, and try hard to do the right thing and find the owners of the animals who come through their doors by the dozen.
Or..find new homes for the strays and adoptables.
Posting decent pictures on Petfinder etc...making an effort to help the animals live again.
Good shelters work alongside and welcome volunteers and Rescue groups into their shelters to work  harmoniously.
Some shelters have wonderful humane staff working in them.

Other Shelters, well..they have disgustingly cruel reputations.
Staffed by unskilled people, who dont really have a liking for the animals that they are supposed to be caring for.
MASS euthanasia numbers on their yearly statements.

Did you know that shelter animals are still being GASSED, and HEARTSTICKED in many shelters across the USA?
Not all animals are PTS ( put to sleep) by EBI ( Euthanasia by Injection).
There are so many animals entering and never ever leaving the shelters.
The statistics are frightening.
Did you know that OWNER SURRENDERED pets are almost always KILLED first.
They come in one door, and then get taken down to the Euth room, and are KILLED..this could all happen in a time frame of 30 mins from drop off time, to the
time of death!
Many people think they are doing the right thing by leaving their pet a shelter, but more often than not, they arent!

There are many reasons for the very sad overpopulation in the sheltering system.
PUPPY MILLS and the over breeding of dogs.
NEVER BUY FROM A PETSHOP..you are supporting the Puppy mill pipeline!!
To help stop this MASS KILLING in shelters you must... ALWAYS ADOPT a pet from a shelter..please!
People must learn to SPAY and / or NEUTER their pets.
Mandatory MICRO CHIPPING and REGISTERING is needed, so that if your pet goes missing you can be traced.
Do you know that the US doesnt currently have an Agency that oversees the shelters.
So..due to this..the shelters can and do pretty much run themselves however they want, theres no one really watching them, and taking action on them as needed.
A staggering number of cats are killed in shelters each year. And the majority of these killings happen in secret, away from the public eye and off the record. That's because only a few states require animal shelters to keep records and publicly report the number of cats they kill each year.

You have a right to know what is happening to the animals in your shelters and how your tax dollars and donations are being spent.
You can demand that policies change.
A revolutionary change in shelter practice and policy is needed.
Pledge to make this happen at your local shelter by contacting them to:
Find out their policy on keeping records of how many animals they kill.
Encourage them to make this information publicly available. 
Support humane methods of care, such as affordable and accessible spay and neuter services

WE THE UNDERSIGNED urge you to take the ANIMAL SHELTER issues seriously. 
The very tragic and needless KILLING of a War hero dog called TARGET  is one reason that you must enforce changes are made.
The Animal Shelter system needs total reform..it needs it now, its long overdue!
Too many innocent pets are tragically dying due to staff over work, staff incompetence/ negligence, staff cruelty, shelter mismanagement and greed.
We need an enquiry into all the shelters and how they run, and what their protocols are, their Work ethics and procedures.
We want answers to our questions, and a solution found.
Why are the mass Euth numbers so high, and what can be put in place to lessen all the killings?
We demand that Shelter Staff are also better trained and qualified to work with animals.

Lets do this to honor a true hero ..her name TARGET!

TARGETS STORY..
TARGET the War Hero dog ..who together with her doggy pals Rufus and Sasha (RIP),
all worked bravely together earlier this year to save the lives of 50 US Soldiers on their base in Afghanistan.
A suicide bomber had entered the base, and these 3 wonderful dogs attacked this person, and alerted the Soldiers as to what was going on.
By their doing this, 50 Soldier lives were saved.
Sasha the dog, tragically died from injuries sustained.
Rufus and Target both lived on to tell their tale.
Rufus and Target were adopted by two Soldiers, and only a few months ago now arrived in the US to live out their lives with their Soldier pals.
Target lived with Sgt Terry Young and his family in Arizona USA.
Target was very much loved by all her family and friends.
Target wandered away from her home late last week, and ended up being taken to the Animal Shelter.
TARGET was very tragically KILLED at the PINAL COUNTY shelter in Arizona on Monday November 15th morning.
TARGET was KILLED due to shelter "mistake" and procedures not being followed correctly.
