I would like to challenge the government of Canada to put a bill in place to regulate breeding in Canada. To be able to breed an animal in Canada you should have:

1.     Be registered as a breeder

2.     Licensed as a breeder

3.     Have training with animal ex: animal first aid, animal husbandry etc.

4.     All animals to be bred must meet the following criteria;

a.      Proof of vaccinations

b.     Health, hereditary, temperament, and family history checked and passed

c.     Be at least 2 years of age

d.     Provide a suitable breeding program, with adequate health care, nutrition, and housing.

e.      Pay a yearly fee to be kept as a good standing member and facility inspected to ensure the safety of the animals.

Should someone be found breeding who does not have any of these things in place should

          1.have animals removed from their possession immediately.

          2. A ban from owning animals

          3.And be fined

I believe this is only the first step of many that we as Canadians need to take to ensure the health and welfare of our animals in this country. They are living beings and should be treated as such. Not as money making property with no respect to their health, genetic, feelings or well being.

Purpose Regulated Breeding Practices in Canada

          TO:  MR. Stephen Harper

Our existing criminal code of Canada section 446 states that you are guilty of an offence if you: Willfully cause or allow unnecessary pain, suffering or injury to an animal.

With this stated why is there no law enforced to stop backyard breeding which causes at least one of these things to the animals involved. These people do not know about genetics, hybrid vigor, crossbreeding, outcross breeding, hereditary and many problems associated with them. Nor are they trying to identify genetic problems and eliminate them. A responsible breeder does do this and they truly are trying to improve the breed and take an interest in eliminated such problems. Also a responsible breeder is not in it to make money since they are lucky to even break even. Unlike backyard breeders who are carelessly mated breeds just to make a quick buck without in respect for the animals or the outcome of problems they are creating.
