How about offering a full blue book credit of our car to be put as a down payment on a new car. It would go a long way in reducing the monthly payment. The new hybrid cars should be built eco-friendly, high post-consumer content, etc. How about selling used cars after they have have been converted over to biofuel usage and recycling the really old vehicles to help reduce new materials needed.

I watched a CNN redport on an Iraqui man that made an old 19702 vehicle into electric using 16-22 regular batteries. It cost him 2600 dollars to do and went 150 miles between charges. In ca you aren't allowed to change a car from its original set up yet in other countries people are changing cars to run on vegetable oil, batteries, etc. far cheaper than buying the new hybrids or electric cars.
