make it easier for overweight people to use public restrooms

Those of us who are overweight have a contant issue with public restrooms. In almost all of them the toilet paper holder is down right next to the toilet seat. If you are small or average this may not cause a problem, but for those of us who are overweight it makes it almost impossible to use a public restroom. It forces us to sit sideways on the toilet, and, in some cases, makes it impossible to be able to clean up afterwards. This is not only uncomfortable, but unsanitary as well. I propose that it be required that the toilet paper holder in all public restrooms be placed a minimum of 18 inches above the top of the toilet seat. This would allow room for even the largest of people to be able to sit regularly on the toilet, and be able to clean up afterwards, while also making it easier for the general public to reach the toilet paper in the first place. Large people have just as much right to be able to use a public restroom as anyone else has.
