Make Spay-Neuter Low Cost/ Free

We ask you to introduce a Federal Bill that would make it possible, state to state, for low income pet owners to recieve financal aid, and make spaying and neutering low-cost, or no cost (free).

"Animal Hoarding" cases have a solution. Low-cost/ free spay and neuter programs, state to state. Amost anyone can reasonably handle two or three animals. But, if they go unspayed and unneutered, that can quickly turn into dozens of animals. Very often the well meaning caretaker will find the situation out of control, simply because they couldn't afford the high cost (often as much as $350 per pet).

-One unspayed female dog, her mate and their offspring can produce up to 67,000 dogs in only 6 years.

-One unspayed female cat, her mate and all of their offspring can produce 370,092 in just 7 years.

Low-cost/ free spay and neuter programs will reduce animal neglect and cruelty that require professional rescue and wind up in costly court cases.

By enforcing (much) harsher fines for animal cruelty, those monies could be used to state sponsor low-cost/free spay neuter programs. In addition to that, it would cut the cost to taxpayers across the nation of  $2.5 BILLION dollars a year that face death as a form of population control iin animal shelters. 15 million healthy, loving, friendly cats, dogs, kittens and puppies will face death as a form of population control.
