Make Tennessee A Chain Free State

We believe that it's time for Tennessee to join the anti-tethering movement and put an end to the suffering of the perpetually chained/tethered dog.  Even if you aren't from Tennessee, if you would like to see this barbaric practice stopped then PLEASE SIGN my petition.

Leaving a dog chained is cruel to the dog.  A dog is naturally a social animal that craves companionship.  Constant chaining leaves them alone and frustrated not knowing why they have been shunned from their family.

In September of 2006, Gov. Schwarzenegger of California signed SB 1578 into law, limiting the amount of time a dog can be chained to 3 hours per day.  Marion Indiana passed an ordinance limiting chaining and the City Council of Terre Haute has voted unanimously to limit chaining as well. Indianapolis, Bloomington and Nobelsville all have laws addressing chaining.  California, Connecticut, Texas, Virginia and West Virginia all have implemented laws to protect dogs from this barbaric practice.  Georgia has become the latest to take anti tethering laws into consideration.

Thousands of female dogs become pregnant at the end of a chain every year, adding to the overpopulated and stressed shelters across Tennessee.

At this time, the Tennessee statute does not address any part of being chained 24/7 as abuse, yet constant chaining has been deemed cruel by the A.S.P.C.A, H.S.U.S. and The American Veterinary Medical Association.  Adding new legislation to Tennessee Statue to protect dogs from this cruelty seems to be the obvious thing to do.


Anti chaining also is key to eliminating dog fighting because dog fighters always use chaining as a means of creating an aggressive dog who is kept just inches from other dogs, creating an insatiable drive to kill the other dogs. It also protects police officers from drug dealers who so often keep very aggressive dogs chained to every door preventing police officers from approaching unannouced.

Please consider this legislation for Tennessee. These poor dogs suffer heat stroke, freezing cold, hunger, thirst, boredom, anxiety, stress, sadness, anger and extreme loneliness that can lead to psychological damage and in so many cases causes them to become aggressive because eventually everyone who comes into contact with them is perceived as a threat because they cannot escape.

Read the stories of these children, look at their precious faces. So many of them did not survive being attacked by the dog they thought was their friend, a dog that may have been their friend at one time but slowly lost their minds as a result of being chained and alone for so many days, weeks, months or years.

As you are probably aware, in 1997 The USDA stated that they don't believe that putting a dog on a tether provides adequate housing by any means and stated that  "This change in regulations reflects concerns voiced by the public and affected industries during a series of public meetings we held in 1996," Dunn said. "As a result of that input, persons now using tethers as 'housing' will be in violation of the Animal Welfare Act."

If tethering is unacceptable for dogs in industry, it must be deemed unacceptable for man's best friend as they are companion animals, not lawn ornaments.

Don't allow them to suffer in silence, let's, as humane Volunteers, demand better treatment for these special animals who are prevelant in almost every aspect of our society. Police, military, companions for the disabled, rescue and recovery work ... the list goes on.

Living on a chain is no life for dogs! I look across the street every day at the poor dog that lives outside day and night summer and winter and the owners never take him for walks. I feel so helpless since tn dont think there is no harm done. one thing is for sure tn needs harsher animal laws. as well has keeping to big dogs in tiny fenced pin.

Since moving to TN 2 years ago, I have seen countless dogs suffering at the end of a chain. One dog in my neighborhood died a slow, painful death from neglect while being chained 24/7. This practice is just plain wrong & needs to be stopped.

I live next door to a couple who chain their dog. It's a nice neighborhood and every seems to know how to take care of their dogs. But this couple has this pure breed boxer chained up 20 hours a day if not more. He's chained to the ground, trees, trapped so that he can't get to his torn up undersized dog house or reach his water or food. I can't take it anymore. It's just the saddest thing. And the whole neighborhood is the group who is looking after the neglected and abused dog. Why even bother getting an animal if you are going to put it outside in the cold and heat with no love or exercise, chained. Sigh. I can't believe that someone doesn't know this is NOT ok :(

The cruelty to dogs plus all other animals must stop. People who chain dogs up 24/7 should have this experience themselves to see truly how it feels to be out of reach of their food or water, or not to get to the shade in hot temperatures all because they are chained and not trained. I've seen many dogs lying there whimpering for food or water or both and have gone into yards to assist, not knowing if I was risking my life, but didn't care. This type of treatment must be made illegal. What are we teaching our children in the training of dogs? We're not, we're teaching them just chain them up and forget them. What kind of future is that for children and especially the defenseless dog. Please make this a law, all states should make it mandatory to NOT allow chaining or tying up of their PETS, why get a dog if you do this to them? Makes no sense. Animals DO have feelings, why would they yelp if hurt, whimper if lonely or hungry, why does the tail wag when happy? Think about it.
