National Registry for Animal Abusers

There are several states now trying to enforce convicted animal abusers to register their current address. This isn't going to work as abusers change location. This petition is to require convicted animal abusers to register regardless of what state the abuse took place and regardless of their state of residence. This has to be a federal law for it to work because anything else isn't taken seriously by the abusers.
We the undersigned are pet lovers. We want the law changed so that animal abusers must register their place of residence on a national level. They must not be allowed to move into our neighborhoods without our knowledge. Animal abuse often extends to spousal and child abuse and this must be stopped.
