NO TO PEUGEOT'S HIGHWAY

We, the thousands of residents of Ciudad Jardín, Tres de Febrero, Buenos Aires Argentina, have undersigned a petition to our representatives against the project that follows:


The OCCOVI (Órgano de Control de Concesiones Viales), which is a state agency in charge of monitoring the services provided by federal road concessionaires in Argentina, has called for a national technical bid to build a 4.5 km (2.8 miles)-highway which will allow Peugeot-Citröen factory  located in the north-western suburbs of Buenos Aires City- to daily carry 1500 trucks in and out of the plant through a highly populated area.  With the tax-payers' money, the government intends to solve the multinational company's logistic problems.


As if that were not enough to stop such dubious deal, numerous houses will be pulled down in Ciudad Jardín, our residential neighborhood, which has been considered to be an example of modern urbanistic design in South America since its foundation in 1944. The harmonious architectural style of its detached, semidetached and terraced houses and the green gardens that surround them have always caught our visitors' attention - in which we, its inhabitants, take great pride.


Today, our national, provincial and local authorities, who kept this project secret until it took full shape, are forcing us to leave, through shameful evictions for some of us, and to coexist with the consequent ecological disaster for thousands of others.


Hundreds of neighbors have assembled to inform about this project and resist its completion. In the face of our representatives' silent complicity, the voice of the ordinary citizen tries to get heard. With undeniable logical thinking, we are determined to prove that it is the factory that should be forced to relocate to an industrial park as a result of the firm and steady expansion they are experimenting, and not the 50,000 neighbors, many of whom have been living in this town years before the factory's settlement.


We also know that, in our region, in the battle with David, Goliath, the giant, has always won. But at least, there is one clear example in which David was the winner: that is our last hope.

Los abajo firmantes, somos los miles de residentes de Ciudad Jardín, Tres de Febrero, Buenos Aires, Argentina, quienes necesitamos difundir nuestro reclamo a nuestros representantes para oponernos al proyecto que detallamos a continuación:      


El Organo de Control de Concesiones Viales (OCCOVI) ha llamado a licitación pública nacional para construir una autovía de 4,5 kilómetros que permitirá la entrada y salida de 1500 camiones diarios a la fábrica Peugeot-Citroën situada en noroeste del conurbano bonaerense atravesando un distrito densamente poblado. Con dinero de los contribuyentes se planea solucionar un problema logístico de una empresa privada multinacional.

Como si este argumento no fuese terminante para detener este despropósito, se planea arrasar con numerosas viviendas particulares de la ciudad que, desde 1944 año de su fundación, es considerada un ejemplo de planeamiento urbanístico de avanzada en Sudamérica. Su armonía entre edificaciones bajas y espacios verdes asombran a quienes nos visitan y enorgullece a quienes la habitamos.

Hoy las autoridades nacionales, provinciales y municipales, quienes mantuvieron en secreto el proyecto hasta darle forma definitiva, nos obligan a irnos, con bochornosas expropiaciones para algunos y a convivir con el desastre ambiental que se producirá en la zona a otros miles.

Cientos de vecinos se han autoconvocado para informar y resistir semejante atropello. Ante el silencio cómplice la voz del legítimo ciudadano intenta hacerse oír. Con lógica irreprochable intentamos demostrar que quien debe emigrar a un parque industrial es la empresa automotriz, a vista de la fuerte expansión que experimentan, y no los cincuenta mil vecinos, muchos de los cuales habitan desde hace 63 años la zona varios años antes de la instalación de la fábrica.

Sabemos también que la lucha entre David y Goliat, por estas latitudes, siempre se define a favor del gigante. Pero al menos hay un caso bien documentado en el que el ganador fue David.
 
Realmente agradeceríamos que la empresa PSA Argentina tuviera los mismos niveles de control de calidad y de responsabilidad social que seguramente aplica en su casa matriz europea.

Ciudad Jardin is a beautiful little town half an hour west of Buenos Aires. It is a great residential development, very innovative considering it was designed sixty years ago. The neighborhood has great master plan where the zoning specifies areas for single family homes, condominiums and commercial (retails). I grew up in the area, it is full of trees, birds, and most important families and kids walking around and riding bikes everywhere. The idea to build a highway in Ciudad Jardin is the craziest thing I have ever heard, I hope the local authorities and Province of Buenos Aires’s government will not allow this to happen. Also it is very important for the people of Ciudad Jardin to be alert to prevent a “midnight approval” of an ordinance allowing Peugeot to build it.
