We hold these truths to be self-evident, that all HUMANS are created equal, that they are endowed by their EXISTENCE with certain inalienable rights, that among these are life, liberty, and the pursuit of happiness.
To secure these rights, governments are instituted, deriving their powers from the CONSENT of the Governed. Whenever any form of government becomes DESTRUCTIVE of these ends, it is the RIGHT of the PEOPLE to ALTER or ABOLISH it, and to institute NEW government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their SAFETY and HAPPINESS.
The history of the present American Empire is a history of REPEATED INJURIES and USURPATIONS, all having in direct object the establishment of an absolute Class tyranny over BROWN people. The American Empire has endeavored to prevent the population of Brown people, for that purpose instituting the laws for Naturalization of Foreigners, and refusing to pass others to encourage their migrations hither.
It has obstructed the administration of JUSTICE. It has erected a multitude of New Offices, and sent hither swarms of Officers to harass our people.
The American Empire has excited domestic insurrections amongst us, and has endeavored to bring the inhabitants of the empire, the merciless European American savages, whose KNOWN rule of warfare, is an undistinguished destruction of all ages, sexes, and conditions. In every stage of these oppressions we have petitioned for redress in the most humble terms. Our repeated petitions have been answered only by repeated injury.

We have appealed to the AMERICAN EMPIRE for Justice and Magnanimity and we have conjured them by the ties of our common species to disavow these usurpations. They too have been deaf to the voice of justice and of consanguinity.
We must therefore acquiesce in the necessity, which denounces our inheritance, and hold this AMERICAN EMPIRE guilty of the destruction of our existence, and an enemy to FREEDOM.
We therefore, the PEOPLE of these United States, assembled APPEAL NO MORE for permission to exist.
We solemnly publish and declare that all laws by the AMERICAN EMPIRE regarding immigration are void due to their unjust premise that they neglect to protect everyone's RIGHT to be FREE and Independent, and for support of this DECLARATION, we mutually pledge to EACH OTHER our lives, our fortunes and our vote.
Our gross national products can move around freely but we humans can not. With our economy in the tank, the excuse from open borders that everyone would come here, is not so true anymore.
We believe if people are grafted into the system as quickly as possible, they make for a more productive citizen, as opposed to a drain. We propose that the immigration laws be changed to as follows:
For a FEE. (to be set)
A person can come to a border building (to be built) pay a fee, and either bring a background check or have one run a criminal background check. (requires agreement with departing nation to share information)
Thereafter a medical check to be run. (willing to allow an exclusion of transmittable diseases, and for a woman already pregnant) Special Medical Waivers can be applied for if the person wishes to come to the country specifically for medical treatment. (That waiver is not addressed here)
Once cleared of these two procedures, a probation officer/caseworker is to be assigned (job to be created). This worker will be responsible for knowing where the immigrant is at all times. And for following up to see whether they have obtained and maintained employment and housing.
With a term limit (possibly one month) the immigrant is to obtain housing and employment. If they do not have both, they must leave and start over. It is the Probation officer's job to see to it that they do. Since they can come right back with another fee this should not be as much of a problem. (There could be penalties assigned to someone who hides and extensions granted to someone who has a special need: emergency, school, wedding, birth, death etc.)
If the immigrant obtains housing and employment within the term limit, they can then stay for a term limit of one year. At which time they must decide whether they would like to become a citizen. If not they are to leave and start over. Once again it will be up to the probation officer to see to it that they do.
If the immigrant decides to become a citizen they are to pay a fee and enroll in a citizen and language class. (term limit to be determined (We recommend one month) at which time an exam is taken: written for the civics, Oral for the English. If the immigrant does not pass they must take it again, right away. Any immigrant here past the 1 year mark must be enrolled in the citizen course to remain here legally.
As you can see MANY JOBS are CREATED by processing the immigrant.

If we limit the probation officer to only ten immigrants then there will be a TREMENDOUS need for employment.
Remember the sooner we get the immigrant on the taxpayer rolls the better for our finances. Taxes can start to be collected in the first year for everything except medicare and pension Once they get their citizenship their special number would convert immediately to a full fledged social security card.
The United States history with its Global neighbors, is filled with grief and despair. This is an opportunity to make it right with our selves and humanity. Let us seize the moment.
