We the voters of Legislative District #57 respectfully request Governor Herbert exercise his discretionary authority to convene a special legislative session on Wednesday, January 19 (which we believe will not require any additional time or money from the taxpayers, since it is an Appropriations Day) to allow the Legislature to rectify this egregious error that has disenfranchised our votes for our State Legislator, Craig Frank, as well as thousands of other votes for our State Senator and our Federal Representative the last nine years.
We the undersigned respectfully notify Governor Herbert of our request as follows:
Whereas, we, the people of Legislative District #57, elected the Honorable Craig Frank to represent us in the Utah State Legislature on November 2, 2010 with 78% of the vote; and
Whereas, Utah County incorrectly certified the boundaries of Legislative District #57 in 2001; and
Whereas, since 2001 all levels of government and all voters have operated on the basis that all of Cedar Hills was in Legislative District #57; and
Whereas, it was clearly the intent of the State of Utah for all of Cedar Hills to be part of Legislative District #57, but Cedar Hills annexed additional land after the State of Utah had drawn its final map in 2001, which resulted in the discrepancy between the State and County maps; and
Whereas, the discrepancy between the State and County maps has caused thousands to have been disenfranchised and unrepresented; and
Whereas, Craig Frank, being a man of integrity with respect for the rule of law, immediately brought it to the attention of proper authorities as soon as he realized that Utah County's map of Legislative District #57 was inconsistent with the State of Utah's map of Legislative District #57, and such integrity should be rewarded, not punished; and
Whereas, immediately righting this wrong is of upmost importance.
