Outlaw Abusive Puppy Mills in Minnesota

Minnesota is a major state for commercial dog and cat breeders. Animal welfare groups claim it ranks second after Missouri in dog breeding.  Animal protection laws are weak or nonexistent in this State in general.  There is no state law regulating the breeding of dogs and cats, or their sale.  Minnesota is one of only 16 States that do not regulate the breeding of dogs.  Breeders are only subject to a Federal law where it applies to them.
 
The problem is that there are huge loopholes in the Federal law so that in practice there is no regulation because it is easy to qualify for the many exemptions in the Federal law.  The result is that many dogs and cats are subjected in this industry to conditions that are cruel and inhumane.

The only solution is to pass a State law that strictly regulates the breeding and sale of dogs and cats and has no loopholes.  This would force the reform of, or shut down cruel and abusive dog and cat breeders in Minnesota who currently operate without restriction for all practical purposes. 

In the current 2011 legislative session, two companion bills to regulate dog and cat breeders have been introduced.  It is the goal of animal protection advocates here to have these bills become law in this session.  This is the third attempt to pass such a law.  We are determined to succeed this time.  To get any law passed it is necessary to make legislators aware of an issue and then convince them to vote for it. 

Not just in this State but all over the world, the issues of animal protection and welfare are just not on the radar screen of most legislators and politicians in general.  Petitions like this send a wake up call to politicians of this type even if we do not make converts of them.

In 2009 and 2010, the "Puppy and Kitten Mill Bill" was introduced in the Minnesota legislature by animal welfare advocates. In 2009 it was introduced in the Senate and in 2010 in both houses. In both years all proposed bills were killed in committee. As you well know, this meant that they could not get the majority votes needed for them to leave the committee and come up for a floor vote. For the 2011 session two companion bills are being introduced. Both are titled the 2011 Dog and Cat Breeders Regulation Bill.  They are SF 462 and HF 702.

We request that every legislator sign on as a co-author of the bill in his/her respective chamber and monitor its progress through the legislative process until a final bill is passed.  Please note that we also request that the final bill be passed essentially as currently written and not watered down by amendments designed to weaken or destroy its effectiveness.
