We the undersigned concerned citizens of the island of Kaua'i are opposed to the current alignment proposed for Ka Hele Makalae, which intends to cross through and over the Sacred sands of Alio, also known as Wailua Beach Park.
Wailua Beach is well known for it's rich historical significance for being the "seat" for native Hawaiian religion and politics. It is the last remaining undeveloped beach with relatively easy access on the East side of the island of Kauai.
We feel that this path will not only "invite" an enviroment that will obstruct the natural corridor view planes from Kuhio Highway but also obstruct the community from access to the coastline for recreational, social and cultural practices such as Fishing, Family Gatherings, Surfing, Kite Surfing, Kyaking, Canoe Regattas, Medicinal Practices, Meditation and Prayers.
The proposed alignment will change the natural vegetation buffer that protects Wailua Beach from erosion but also eliminate this natujral buffer that sheilds and protects the "reverence" of the Sacred Sands of Wailua, from urban corridor of Kuhio Highway. Many of the existing vegetation are known for uses in Hawaiian medicinal and cultural practices.
Most Important, this path disrespects the very last remaining area of what was once a very large and Sacred Burial of our ancestors who were Ali'is of Wailua. Portions of this very large burial has been desecrated for the building of Coco Palms resort and Kuhio Highway. It is our wish that this very last section of which comprises of coastal sand dunes be protected and preserved.
We Pule or Prayer that you will reconsider your current position and meet with us to explore alternative routes that will benefit ALL of our visitors and community.

Please, please listen to the native people's voices. I have visited Kauai several times and I am shocked that you would put money/greed/tourism before the well being of the native people. Haven't you done enough exploiting of their culture. Surely moving the bike path off the beach is not such a hard decision to make. My prayers are with a society that honors the island culture and makes decisions with integrity in their hearts.

The host culture must be respected and sacred sites revered, especially Wailua Beach, which is deemed the most culturally and historically significant site on Kaua'i.
The Trex boardwalk planned to be placed upon the sand and dunes at Wailua Beach received a Finding of No Significant Impact in the EA - most likely because the process was flawed, since no cultural assessment for that specific area was performed. It's simply not true that there would be "No significant impact". The impact would,in fact, be devastating not only culturally but envirnomentally, as well.
Where the path would have the least impact is on the already existing road that runs along the canal on the mauka side of Coco Palms. It would also provide a safer and more pleasant journey for path users.

In the path EA, OHA called for a Cultural Impact Assessment and Archeological Site Survey of Wailua Beach before the path be done there. Those studies were never done for Wailua (Alio) Beach.
