We , the undersigned , as taxpaying citizens of the State of Florida , hereby protest and question the legality of Florida Statute 366.93 . It is our contention that tax - paying citizens should not be burdened with the expense of a new nuclear power plant through a pre - payment process years in advance of which the benefit of said facility may not be seen by those making such payments . We petition you to rescind Florida Statute 366.93 and stop Progress Energy from the application of pre - payments to our monthly bill .
