Rebuild Eden Medical Center!

On June 9, 2009, the Alameda County Board of Supervisors will consider the Final Environmental Impact Report, zoning changes, and Castro Valley general plan changes for a new hospital to replace Eden Medical Center in Castro Valley, California. This is a petition to all five members of the Board of Supervisors to vote YES on this important project.

This $400 million project includes the construction of a new, state-of-the-art hospital on the Eden Medical Center campus in Castro Valley, an adjacent medical office building and urgent care center, campus improvements including additional parking, and the demolition of the old hospital once the new hospital is complete.

The project is funded by Sutter Health without taxpayer dollars and NO PUBLIC FUNDING. This is the first, comprehensive hospital rebuilding plan in Alameda County, and the first trauma center in the county with complete plans to upgrade to meet stringent state earthquake standards.

Sutter Health is committed to building the next generation hospital to meet the health care needs of the residents of Castro Valley, Hayward, San Leandro, San Lorenzo and surrounding communities. Our vision is to create an extraordinary landmark medical center that integrates advanced technology, quality medical care and outstanding physicians and employees to provide the best care for our patients and community.

Local groups and some residents of San Leandro are applying fierce political pressure on the Board members to deny approval. Their reason? The future of nearby San Leandro Hospital (located 4.5 miles away) is unknown, and therefore they are pressuring the Board of Supervisors to require Sutter Health to keep San Leandro Hospital open as a condition of approving the land use for the new hospital in Castro Valley.

What is wrong with this?  The Board of Supervisors are not voting on the future of San Leandro Hospital, they are required to vote on the land use entitlements and certifying the EIR for the Castro Valley project. To delay or deny approval based on pressure about San Leandro is wrong.

The future of San Leandro Hospital is not and should not be tied to the new hospital. Indeed, San Leandro Hospital is a critical issue that must be addressed, and it requires a regional solution, more careful planning, and a separate focus than this project.  The future of San Leandro Hospital is an important issue that cannot be overlooked, for the sake of the staff, physicians and patients. But the complex issues at one hospital should not be tied to the land use entitlements for the new hospital project.

Simply stated, by delaying plans for the new hospital, the Board will jeopardize the future of Eden AND San Leandro hospitals.

We urge the Board of Supervisors to stop the delays and vote YES on this project, which has already been approved by the local Municipal Advisory Council and the Planning Commission, and has been recommended by approval by the County Counsel.

Please note: signatures of residents of Alameda County are preferred, although we understand that many people from out of the area have benefited from the care and services at EMC. If you are from out of the area, please state your interest in this issue so that it remains relevant to the Board. Thank you.
We the undersigned urge you to stop any further delays and vote YES to approve the EIR and land use entitlements for Sutter Medical Center Castro Valley.

Despite approval by the Castro Valley Municipal Advisory Council and the Planning Commission, your vote has been delayed due to concerns about the future of nearby San Leandro Hospital. We ask that you not let political pressure stop this important project.

The future of San Leandro Hospital is not and should not be tied to the new hospital. While San Leandro Hospital is a critical issue that must be addressed, it requires a separate focus and a different forum. It is an important issue that cannot be overlooked, but should not be tied to the land use entitlements for the new hospital project.

Your vote is not a choice between Eden and San Leandro.  Your vote allows us to proceed with rebuilding a major medical center and trauma center in your county - without public funds or taxes. By delaying plans for the new hospital, the Board will jeopardize the future of Eden AND San Leandro hospitals.

Any delays in construction are dangerous. The state's earthquake standards exist for a reason: safety. Just as we saw with the levees that failed in Louisiana, delays in making our structures safe (whether it is because of money or bureaucracy) leave everyone vulnerable. We now have a fully-funded and comprehensive plan to build a new hospital and trauma center in Castro Valley -- a source of pride and a safe, healing environment.

The construction project is ready to begin, bringing hundreds of jobs to this community at a time when it needs it most. This is one of the few major construction projects ready to launch, bringing economic vitality to Castro Valley and surrounding communities.

A new medical center means far more than just the construction of new buildings and roadways. It means we will continue to have the best medical care, right in our own community. It means that thousands of people who provide care and support will have a great place to work. It means we can attract the most talented physicians from across the country to practice medicine here. It means our children, our parents, all of us, will have access to a safe, comfortable place of healing.

We believe in this project, and we need it to move forward right away. We ask you to vote yes and support the rebuilding of Eden Medical Center.

Thank you for your support and leadership in this important matter.
