Dear Sir.
We are writing this letter to you on behalf of many concerned citizens in regards to the Mandates of two current Laws that are established in Louisiana Staturory Law Handbook.
Wich if utilized properly, could assist the louisiana Legislators with its recovery from the $ 341 million shortfall.
We must find a resolve to the error of log-term incarceration of
REFORMED AND/OR REHABILITATED INMATES.
The state of louisiana now suffers from a $ 894 million dollar deficit and thus much of the tax payers monies are being spent on prisons and or housing :
REFORMED AND/OR REHABILITATED INMATES.
Rather than affording quality EDUCATIONS to our childeren !
Louisiana has the highest incarceration rate in the nation per-capita and it cost approximately $ 23,000 a year plus medical expenses to house prisoners serving life-terms.
As a taxing-paying citizen of this state, I strongly support the implementation of R.S 15:550 Relative to:
Electronic monitoring of offenders.
R.S 15.550, Approving of inmates convicted of a crime of violence as defined in 14 (2) and sentenced to a life-term to participate in Location Tracking and Electronic Monitoring Program.
And also R.S 15:833 (B) (1)
Relative to: The Furlough program.
Subpart (b) (1) of 15:833, authorizes the Secretary to grant Furloughes to deserving inmates of any adult correctional institution.
Both allows REFORMED inmates convicted of violent crimes as defined in 14 (2) to participate in these programs.
Those would be greatly alleviate the State of its multi-million-dollar (burden) of caring for any offender who has shown to be no lonfer a threat to OUR Community.
Please give consideration to this resolution.

Prisons should be about rehabilitation. If all we do is warehouse prisoners how do we ever expect them to improve as human beings? If we don't give them job skills and teach compassion, how will they ever survive in the world? Programs like training with dogs for the blind and other programs would go a long way to help not only the prisoners, but society as a whole. |
