Romania - animal cruelty before the eyes of veterinarian authorities

Even though under the Romanian law the animal cruelty is considered an offence, acts of animal cruelty continue to happen even before the eyes of authorities that paradoxically are in charge of enforcing the  animal protection law.
 
1. The shocking footage broadcasted by the Romanian TV station Realitatea, on August 3rd 2008, shows horses bestially beaten in the animal market Godinesti - Gorj - before the very eyes of veterinarians of the local veterinarian authority - DSVSA Gorj.

2. Animals slaughtered in barbaric ways in illegal animal markets

Calves hanging head-down from trees, throat half split open. Animals squirming in blood and dust. Unscrupulous people skinning nearly live animals, barbaric scenes hard to describe. The authorities unwilling or lacking the courage to stop these acts. Such scenes take places every Sunday in the village Galateni - Teleorman, not far from Bucharest. The makeshift animal market is known in Bucharest. The 5 a.m. train brings the clients from Bucharest to the meat market, and the 7.30 a.m. train takes them back to the Capital.

The animals are slaughtered on spot, once the seller and buyer agrees on price. The animal slaughter doesn't observe any veterinarian rules.

The village mayor knows the situation and admits the market is illegal, though sees the half full glass: the source of income for the community.

The local sanitary veterinarian authority admits the animal market is illegal, though apparently cannot do more. The local administration was fined several times, the sellers too. Meantime the Galateni market keeps running, and the illegal slaughter business - being prosperous.

Romania's attitude towards animals is already known, though the EU states expected that improving the animal welfare legislation would result in improving the animal welfare.
The authorities in charge of checking that the requirements of the present law are observed not only lack any reaction but even attend, permit and approve the instances of cruelty on animals. How is this possible?
 
We urge you to take the necessary steps in the shortest possible time to punish the perpetrators of animal cruelty and the responsible persons within DSVSA Gorj and Teleorman.
We urge you to take all necessary steps in order to check and monitor the animal markets of Romania.
 
We'll also inform the EU institutions on the constant disinterest of the central veterinarian authority, ANSVSA ( Romanian National Sanitary Veterinary and Food Safety Authority) in  animal welfare, in animal cruelty crimes. 



Desi Romania beneficiaza de o lege de protectie a animalelor, prin care cruzimile asupra animalelor sunt considerate infractiuni, aceste acte continua sa se intampla chiar sub ochii autoritatilor care, paradoxal, au in atributiuni controlul respectarii acesteia.

in care caii sunt batuti cu bestialitate in targul de la Godinesti, Gorj, "chiar sub ochii medicilor de la Directia Sanitar Veterinara Gorj" - asa cum se declara.

Vitei atarnati de pom cu capul in jos, cu beregata taiata doar pe jumatate. Animale care agonizeaza tavalindu-se pline de sange prin tarana. Indivizi fara scrupule care jupoaie animalele aproape de vii, cu o barbarie iesita din comun. Autoritati care n-au curaj sa intervina. Toate acestea se intampla în fiecare duminica in comuna Galateni din judetul Teleorman.

De targul improvizat de langa calea ferata s-a auzit pana la Bucuresti. De altfel, vanzarea se face între doua trenuri: personalul de cinci dimineata, care aduce clienti din Capitala si cel de sapte si jumatate, care ii duce inapoi.

Nici primarul nu pare sa fie strain de ceea ce se intampla in comuna, dar vede jumatatea plina a paharului: sursa de venituri pentru localnici.

Inspectorii de la Directia Sanitar Veterinara Teleorman recunosc si ei ca targul nu este autorizat, dar n-au ce face. Au amendat de mai multe ori primaria si pe cei care vand, dar degeaba. Pana una-alta, Targul de la Galateni este în continuare deschis, iar afacerea celor care care sacrifica animalele prospera.

Atitudinea Romaniei vizavi de animale este deja cunoscuta, insa tarile membre UE au crezut ca imbunatatirea legislatiei va imbunatati si viata acestora. Cu toate acestea, autoritatile competente in a veghea la respectarea ei, ANSVSA nu numai ca nu iau atitudine, dar tolereaza si aproba faptuirea de atrocitati. Cum este posibil?

Va rugem ca in cel mai scurt timp sa luati masurile care se impun pentru sanctionarea faptasilor precum si a persoanelor responsabile din cadrul DSVSA Gorj si Teleorman.
Va rugam sa luati toate masurile de control in targurile de animale din Romania.
Mentionam ca vom informa forurile UE referitoare la dezinteresul continuu pe care il manifesta institutia ANSVSA fata de bunastarea animalelor.
