We the undersigned

 

we are writing you regarding S. 1147, The Pact Act. The bill was introduced in the Senate on May 21, 2009, read twice, and referred to the Committee on the Judiciary.

 

This bill aims to protect states revenue, prevent sales of tobacco to minors, and provide law enforcement the necessary tools to prevent cigarette trafficking. These are noble goals and essential to protecting America's youth from the harms caused by smoking. In addition, the bill aims to protect all American's by preventing terrorist groups and other criminal organization from receiving revenue from cigarette trafficking created by inconsistent tax laws. Although we do not favor this approach to prevent cigarette trafficking, I understand that trafficking is a difficult problem and instead would like to address the bills inclusion of smokeless tobacco.

 

Specifically we would like the bill to exclude Swedish snus. Swedish snus is a form of smokeless tobacco that has been in production and use for over 200 years, like specialty cigars, currently Swedish snus is difficult to find in retail stores and often must be acquired through mail order. Many American smokers have discovered Swedish snus and have used this product to dramatically reduce cigarette use or to quit smoking altogether.  As we understand the PACT act, this legislation will prevent us from purchasing snus through the mail and make snus unavailable to many Americans that have quit smoking using this product.

 

In addition to helping smokers quit, several studies have concluded that the health risks associated with snus use are 98% lower that the associated risk of cigarettes. One example is, Systematic review of the relation between smokeless tobacco and cancer in Europe and North America, published May 2009 in BMC Medicine. Senator, please review this information and consider an amendment to S.1147 that excludes Swedish snus from the provisions of this bill.

Snus is the only form of tobacco consumption that is known to be non-carcinogenic. It should not be lumped together with cigarettes which kill 1/3 of cigarette users. Free the Snus!

You talk about Universal Health care being "UN-American". What about an adults right to purchase tobacco? What about the cigar exception? If you are going to ban all tobacco online purchases, why exclude cigars? Hmmm. makes me wonder. While your at it, just go ahead and go back to the prohibition days and ban All tobacco and ALL alcohol!!! Personally, this is a serious infringement against myself and ALL AMERICANS rights. I am a former smoker of 10 years who has used Swedish snus to quit smoking. Prior to my discovery of snus I had tried nearly every NRT system ofln the market with little success and I have now been smoke free for 5 months. I have no problem with paying taxes when I buy snus but it sets a major double standard to exempt cigars and not snus as cigars are far more harmful than is snus, there is a good deal of medical research that has been done which supports that statement. I do believe that the passage of the PACT act in its present form would do harm to public health as there isn't any second hand side effects associated with snus usage unlike cigarettes. I live in NE, and it is virtually impossible to buy swedish snus here. This product has helped me stop smoking, and I feel the best I've felt in years. Why may I ask are cigars not included in this bill, but snus would be? Snus is a specialty product just like cigars, and the best kinds are not made, or available in the U.S. The companies that sell it from Sweden are legitimate companies, and not terrorist related at all.

Without snus I would go back to smoking in a heartbeat. 6 months without a cigarette after 40 years of smoking. Smokers should be encouraged to use reduced harm products like snus, but instead our Government tries its best to make it more difficult. do the right thing and vote no on the pact act.

Swedish Snus is a much safeer alternative to cigarettes. This product is not readily available in stores, so banning its sale through the mail will drive many people back to smoking. I know many people who have quit smoking by using Sedish Snus. It is not the same as the product offered by Camel, or Marlboro, who's carcinogen levels are unknown. Research has show Swedish Snus to be 98% safer than smoking. Yes, 98% fewer TSNA's/carcinogens!! Cigars are much, much more harmful to health, yet they are excluded. Why not Swedish Snus?

Swedish SNUS, and SNUS held to similar production standards, is a far safer alternative to cigarettes, not to mention american snuff such as Skoal. Swedish SNUS has helped me quit american snuff, and with it's far lower TSNA levels it should be exempt from any legislation that would prevent U.S. citizens from using it to quit far more dangerous forms of tobacco.

I have quit a 15 year smoking habit by use of Swedish Snus (Not the RJ Reynolds/PM version which I cannot verify it's health effects). My family is happier, I can breathe again, and can smell and taste my food better. My cardio has improved ten fold (I am an avid lifter, runner now). There are mountains of studies that show the significant reduced risks of this over smoking, near 98%! Banning this would be going in the opposite direction for helping alleviate the smoking woes of the public.

I believe if a proper study was done we would find that the Swedish snus market in the United States is not involved in any significant illegal trafficking. Just as I appreciate cigars being excluded I would appreciate an exception for Swedish snus.

I am a complete idiot and even i know that when you overtax a product or service that product or service is used LESS!! If the cigarette tax is suppossed to be for health care for children then why is there the S-CHIP? Enough of our liberties are already taken away and the american people have had enough! The reason why I signed this petition is that Swedish Snus has made me QUIT smoking. If you make this stuff illegal to be sent in the mail I will have no other way of getting this stuff. None of the tobaocoa ahops sells this safer alternative to cigarettes. If this bill passes I will have to begin smoking that horrible cigarettes again our beginning to use american dip which is not as safe as Swedish Snus. Please read up on the facts on swedish snus before you move this bill along.
