Developer Pierre & Vacances, with the complicity of the municipality of Dhuizon, is on the verge of deforesting a site protected by Natura 2000, to build the first installment of 150 vacation houses destined to accommodate 900 people.
Twice, in 1996 and 1998, the courts have ordered the municipality of Dhuizon to stop developing this remarkable site of forests and ponds, bequeathed to the town by a donor who asked that the land be used for the well-being of her fellow-citizens.
By order of the Court of Appeal of Nantes in 1998, this land of forests and ponds was declared a Zone of permanent habitat for large cervids, allowing their passage between the forests of Boulogne and la Ferte Saint-Cyr.
In Dhuizon, like elsewhere (Berk, Mulhouse, Chamboux, Touquet), Pierre & Vacances has demanded, as a prerequisite to their establishment in the area, the construction by the municipality and with public financing of an aqua-center estimated at 4,3 million Euros -- a pharaonic project for a community of just 7000 inhabitants.
Experts (Cabinet d Etudes Sprint) hired in 2007 by the commune have estimated the annual deficit of the aqua-center that Dhuizon agreed to build for Pierre & Vacances at about 200.000 Euros.
We question the legality and the merits of a project that will irrevocably damage an ecologically sensitive and protected Natura 2000 zone.
The urbanisation plan of Dhuizon was revised in 2005, however law SRU 2003/590 of July 2nd 2003, Article L123-13, specifies that:
The local urbanization plan can be modified or revised by consideration of the City Council after public inquiry. A modification procedure can be undertaken provided that the modification
a) Does not hinder the general economy of the urbanization and sustainable development plan...
b) Does not reduce a protected forest area, agricultural zone, or a natural forest zone, or any protection put in place to avoid nuisances, the quality of the sites, the landscape or the natural environment.
WE DO NOT AGREE THAT PUBLIC FUNDING SHOULD BE USED FOR PRIVATE INTERESTS.

Dans son arrÍt de 1998, la Cour d Appel de Nantes a dÈclarÈ le site Zone d habitat permanent pour les grands cervidÈs, permettant leur passage entre les forÍts de Boulogne et de la FertÈ Saint-Cyr.
En outre, %u2021 Dhuizon comme ailleurs (Berk, Mulhouse, Chamboux, Le Touquet), Pierre et Vacances pose comme prÈalable %u2021 son implantation dans la rÈgion la construction SUR FONDS PUBLICS d un centre aqua-ludique estimÈ %u2021 4,3 millions d Euros, un projet pharaonique pour une communautÈ de 7000 habitants.
En 2007, un cabinet d experts (Cabinet d Etudes Sprint) engagÈ par la RÈgion a estimÈ le dÈficit annuel du centre aqua-ludique que Dhuizon a acceptÈ de construire pour Pierre et Vacances %u2021 (autour de) 200.000 Euros.

En effet, le POS de la Commune de Dhuizon a fait l objet d une RÈvision simplifiÈe en dÈcembre 2005, en totale contradiction avec la loi SRU 2003/590 du 2 juillet 2003, Article L123-13, qui spÈcifie en substance que le plan local d urbanisme ne peut Ítre modifiÈ ou rÈvisÈ par dÈlibÈration du conseil municipal aprËs enquÍte publique qu %u2021 condition que la modification envisagÈe ne rÈduise pas un espace boisÈ classÈ, une zone agricole ou une zone naturelle et forestiËre, ou une protection ÈdictÈe en raison des risques de nuisance, de la qualitÈ des sites, des paysages ou des milieux naturels.
