Airbus has won a Northrop Grumman-backed bid to supply 179 tankers to the US Air Forcein a massive defeat for incumbent supplier Boeing.

The selection of the Northrop/EADS North America KC-30 - to be renamed KC-45A - for the potentially $35 billion deal is expected to draw heavy opposition from US lawmakers.


Northrop’s team, which includes engine supplier General Electric, campaigned for three years focusing on strengths of the larger and more modern Airbus A330-200 passenger aircraft. “Northrop Grumman clearly provided the better value to the government when you take a look at the … five factors that were important to this decision,” said Sue Payton, assistant secretary of the air force for acquisition.

Payton listed the top three factors as mission capability, proposal risk and past performance, followed by cost/price and an integrated aerial refuelling assessment.

Northrop’s bid offered a “great advantage” to the air force on the cost/price factor, and scored “excellent” marks for past performance.

The USAF is buying the first 68 tankers, including four test aircraft, for a total sum of $12.1 billion, or at an average price for each aircraft of $178 million.


Payton refused to answer questions about why Boeing’s bid was not selected. “I think I owe it to Boeing to discuss the elements of our decision first,” she said.

EADS also plans to manufacture the CASA-designed refuelling boom for the KC-45 in Bridgeport, West Virginia.


EADS was hoping the KC-X contest would bring the European manufacturer a major programme win in the US defence market after its C-295 light transport lose to Alenia’s C-27J in the US Army/Air Force Joint Cargo Aircraft competition.

Boeing offered the USAF a tanker version of a new derivative called the 767-200 Long Range Freighter (LRF). The aircraft combined elements of four different 767 designs, using the -200 fuselage as the platform.

Boeing has a right to appeal the USAF decision. A protest can be filed with the US Government Accountability Office (GAO) within 10 days after the USAF debriefs the Boeing team about the reasons for its decision. GAO is committed to issuing a judgment on the protest within 100 days.

“Once we have reviewed the details behind the award,” Boeing said, “we will make a decision concerning our possible options, keeping in mind at all times the impact to the warfighter and our nation."

We, the undersigned, would like to express our concerns regarding the award of a major defense contract given to a foreign country. As taxpayers who have seen thousands of jobs leave our country, it is very dishearten that congress would award a major defense job to a foreign country. NAFTA and other trade treaties have destroyed our economy and we would like Congress to review their decision. Most of all, we would like to know if you considered the impact to the American worker when you made your decision.

How foolish could the USAF be?. It is one thing to help nations that share the risk with the US in our global war on terror, it is absurd to give away jobs to a lowlife country like France that has no soul, a country that not only is a coward in war, but gets subsidies from their governments to compete with Boeing. Our taxes should fund our jobs. Get real. Whomever has voted for this in favor of shipping these jobs to Europe will have a very short political career. And I suspect it is one of those stains that just does not go away. Keep our jobs here where they belong. I am certainly not one in favor of war: I consider myself pretty much of a pacifist with pragmatic tendencies--sometimes war is the only last resort to defend one's country. But I am outraged that these sorts of schemes are being hatched under our noses by the people who are sworn to defend our interests at home and abroad.

Boeing had met the RFP and the requirments were switched by the Air Force with zero communication in order to favor Northrup/Airbus.

Even using the USAF's stance that the Airbus was better than the Boeing, the marginal performance advantages of the Airbus do not offset the net total damage this does to our economy and manufacturing base. This project is not a net increase in American jobs! It is a net increase in European jobs and a net decrease in American aerospace jobs. Much of the money from this project will go overseas and will not be circulated in our declining economy. I am not an aerospace worker, I am a concerned American. As a former USAF officer and aviator, it makes my blood boil to see the USAF outsource U.S. aerospace jobs. Who's money is this anyways. To top it off, a big hunk of this money will end up in the French Treasury, our good old buddies France.

Not only is this bad for our economy- this is shortsighted military planning. We need to keep our country in a position to be as self sufficient as possible if we face a crisis. If we outsource all our production and expertise- what will we do if we experience a real sustained military threat? What would have happened in WWII if we were dependent on production by other countries to produce our equipment for the military. Get Boeing to build what you need- but keep it in the US. I am all for peace and hate war- but we will not stay safe if we cannot keep our military strong ourselves.

This government is distroying the lives of working Americians. The outsourcing and insourcing of job for people of other countries should not take priority over the protection of jobs for Americans. As a US citizen, who has worked in corporate America and watched companies outsource American worker's jobs to India, Jamaica and China am appalled at our government for allowing this to happen. Due to the outsourcing I have seen product quality, customer service and the US economy go down the tube. This must stop!

It is greviously unconscionable that this contract was awarded to a non US company. Shame on all who are responsible! Our presidential hopefuls are campaigning to keep jobs and our money in our country to counter the negative affects of the past at least 8 years of bad decision making. Remember that all of you will have an election coming up. Any who voted for this poor decision will deserve the consequences of their actions.
