To use a video replay procedures in football (soccer) to improve the quality and accuracy of referee's decisions.
To stop using referee as an instrument in dirty games.
To stop practice, when one referee's mistake (deliberate or not) - can make all the game.

That FIFA's refusal to use a video replays clearly shows unwillingness of FIFA's bureaucracy to be reformed Referee is just a human and easily can be mistaken.
There should be a tools, which will help referee to be mistaken less.
