Lookout for Smart Growth

We, as citizens of Lookout Mountain, believe the City Council has before it an extraordinary opportunity to support community growth.   We are concerned about a new "Planned Unit Development" (PUD) ordinance and want to ensure that any ordinance put before the Council embraces a long range community vision. We also want to ensure that it protects the community from unintended consequences of development such as traffic congestion, higher taxes and loss of significant natural resources. 

Before a PUD ordinance is voted on, we want meaningful involvement and collaboration among a land planner, citizens, officials, property owners and developers to produce a comprehensive plan with complementary zoning ordinances.  Merely holding a hearing on the proposed PUD ordinance without more extensive community involvement and without hiring a land planner is not acceptable.

We ask that the City Council, before passing this zoning ordinance, hire an experienced professional land planner who is independent of the Council and not affiliated with any current development plans. We want this planner to investigate the best approach for the future development of Lookout Mountain.  Many studies show that well planned growth provides a win-win situation for property owners, citizens, and developers by increasing land values and creating even more desirable communities.

The rush to approve the existing PUD is not about the Chapel Brow project - it is the desire of Scott McClellan (&Tommy Gifford-mayor) to push through Scott's 'town center', which he has been working on for at least 4 years (2 years before the Mtn. Mkt. fire). Scott McClellan fully expected his project to be 'rubber-stamped' with the assistance of our mayor. Already we, the tax payers have spent ($40,000?) on the design of a Town Center- which is unusable (none of the existing business owners have any intention of abiding by it) and it basically has nothing to do with with the 'town'- we basically just paid for plans for Scott's retail center. I have heard that this new retail center will have to include mixed use- condos & retail space- in order to have enough traffic to support the retail business. Where was Scott McClellan at last nights meeting - as usual, he hides behind his lawyers & the Mayor. If the current PUD is passed at the next few town council meetings, Scott & the mayor with their sense of urgency to get things done their way- win; the residents of Lkt. Mtn. Ga lose. It's all about the money for them- not the long term integrity of our lovely mountain community. I know it's not 'politically correct' for me to point these things out - but I've been waiting a long time for someone to connect-the-dots, & ask the right questions to the right people. It's not fair to the residents - I sincerely doubt that Scott would ever allow mixed-use property in 'his backyard'- but it's just fine with him to capitalize at the expense of the GA residents. Are we going to have to put up a traffic light on Lula Lake Road to accommodate 30 plus condos in addition to retail traffic?
