Petition to protect children from abusive movie covers

Why this petition?
This is a petition to protect children from movies that have brutal/abusive covers or previews, e.g. depict humans (or animals) being violated.

The goal of this petition is:
1. To create a California-wide program that helps ban the display of brutal/abusive movies openly.
2. Not to forbit the production or sales of these movies, but to limit their display.
3. To protect children, and to promote a (psychologically) healthy society.
4. If successful, extend the petition to the nation and other countries.

Background
The idea is basically to setup rules that help children avoid seeing explicit covers in video rental/purchase stores, similar to pornographic movies. We want to avoid children, especially of young age, being exposed to brutal/abusive covers on lower video shelves, or preview being shown on visible TV sets.

We do not want to outlaw these videos, but promote a society that values non-violence and does not accept brutality/abuse as part of a daily life. We want to respect free speech and free artistry, but we also want to set boundaries on what can be displayed openly. This program should not necessarily depend on the rating-scheme, though many movies of that genre probably fall into R-rating.

The movies we are typically concerned about are:
* Movies of violent character, depicting humans or animals being physically harmed, violated, tortured, or otherwise abused.
* Movies that show gory details in any approximity to reality, such as blood, dismembered/severed limbs or body parts, scarred or abused skin, etc.
* Movies that show indications, representations, or intentions of such abuse or gore, e.g. by depicting weapons or tools together with humans, animals, or partial views thereof.
* Movies of the genres 'Slashers', 'Psychos', 'Occult', 'Gore', 'Horror', etc.

These movies do not seem to bring any value to the children or community they are displayed in. On the contrary, they seem to promote ideas and values that are and should not be commonplace in the community, i.e. abusive violence of humans or animals.

While the story of each of these movies might differ, and even promote a different agenda, the mere depiction of the acts of abuse, or the result of abuse does not justify open display. If a story wanted to tell about such abuse in order to promote some moral values or to retell a real story, a movie could easily do so without showing actual abuse or gory details.
